This paper evaluates the fit-for-purpose of the monetary policy measures implemented by the Bank of Ghana in response to the COVID-19 pandemic. We examine the effectiveness of the BoG’s policy interventions in the context of vector autoregressions augmented with macroeconomic and financial indicators. We demonstrate that the BoG’s monetary policy measures have had nominal, real, and financial effects. The monetary interventions have been successful, as evidenced by the gradual reduction in the sovereign spread, improved financial stability, and increased real economic activity. Our findings suggest that balance sheet actions are less effective and should be moderated in the conduct of monetary policy in jurisdictions without zero lower bound constraints. However, the analysis indicates that in times of crisis, central banks should deploy both standard and non-standard tools to stabilize dysfunctional financial markets and avoid a deflationary spiral. The historical and variance decomposition of the data reveal that monetary policy shocks have historically made the largest contributions to the targeted macro-financial aggregates during the pandemic episodes.

Based on fully considering the actual differences in statistical indicators between Hong Kong, Macao, and the nine cities in the Pearl River Delta, this paper constructs a high-quality urban development evaluation system that is suitable for the actual development of the Guangdong-Hong Kong-Macao Greater Bay Area. The Entropy Weighted TOPSIS two-step method is used to process data and systematically investigate the changes in the high-quality development index of 11 cities in the Guangdong-Hong Kong-Macao Greater Bay Area from 2013 to 2020. The study found that the Guangdong-Hong Kong-Macao Greater Bay Area has thoroughly implemented the new development concept, and the level of high-quality development has continued to improve. The profound integration effect of the Guangdong-Hong Kong-Macao Greater Bay Area has appeared, and it has promoted the high-quality development of the region in coordination. The construction of the Guangdong-Hong Kong-Macao Greater Bay Area has strongly promoted the great practice of "one country, two systems" to achieve stability and prosperity.

Competitive balance indicates the degree of control participating teams have over a sports competition. Supporters look for excuses to justify their team’s defeat and the triumph of their rivals. If the competition has required a preliminary qualifying group stage, they will argue that the winning team was in an "easy group" from the start, and their team was unlucky to be in a "difficult group". It is therefore of interest to determine what is an "easy group" and what is a "difficult group". This is directly related to the concept of competitive balance. We have a wide range of indices to measure competitive balance. We will use the Distance to Competitive Balance, a standardized index that complies cardinality property. The perfectly unbalanced distribution is the truncated cascade, which allows the maximum value of concentration to be obtained. We focus our attention on the UEFA Champions League, before and after competition, and we measure the competitive balance of the qualifying stage groups between the 1999/2000 and 2022/2023 seasons. The composition of the UEFA Champions League groups seems to be balanced and has no influence on which team will be the champion. A highly competitive group will be more "difficult" in terms of qualifying than a highly concentrated one. Supporters say that their team was unlucky to be in a “difficult” group, but the data does not prove them right.

Generating output growth by adding more inputs into the production process may not be sustainable in the long run for any economy, given the limited resources. On the other hand, if productivity growth dominates the production process, it will generate more output without excessive increase in input use. Hence, this paper examines whether the output growth in Indonesia’s manufacturing sector is excessive inputs driven or productivity driven. Productivity driven growth is measured by Total Factor Productivity (TFP) growth, which is decomposed into its major components of technological progress and technical efficiency within the framework of varying coefficients stochastic frontier analysis (VSFA) using Indonesia’s annual Large and Medium Manufacturing Industries Survey data over the period 2002–2014. The measurement of the components of TFP growth not only provides more insights and better understanding of the dynamic nature of the production processes, but also has important policy implications. The mean TFP growth during the period 2002-2014 was estimated to be 4.3 per cent and was mostly contributed by technological progress experienced by firms. The policy implication is that technical efficiency could still be improved for the selected technology to reap the full benefit of increasing output from the chosen technology.

Hundreds of articles have been written that include empirical estimates of the dis-employment effects of minimum wages; however, many of these articles find statistically insignificant effects, some find significant negative effects, and a few find significant positive effects. Most of these studies use multivariate analyses which can be criticized for omitting key variables. The omitted variables problem ruins all statistics and estimates. This paper uses reiterative truncated projected least squares (RTPLS), a solution to the omitted variables problem, to estimate the percentage increase in unemployment due to a one percent increase in the real minimum wage using monthly data for the 50 states of the USA from 1987 to 2021. RTPLS produces a separate elasticity for every observation where differences in these estimates are due to omitted variables. We argue that RTPLS solves most of the econometric problems that David Neumark identified in his keynote address at a minimum wage conference in Berlin in 2018. We find that the percentage change in the unemployment rate due to a one percent change in the minimum wage ranges between 1.156 and 3.389, that the elasticities for different states tend to move together over time, and that all these elasticities are statistically significant at a 95 percent confidence level.

This paper examines impacts of China’s financial liberalization policy on income inequality, through three channels: financial scale, financial structure and financial efficiency, an empirical analysis based on panel data of 30 provinces in China from 1996 to 2013 is conducted. The results confirm the Kuznets effect between financial scale, financial structure and income inequality. As the size of the financial sector expands, the financial structure is tilted toward direct financing, and the income gap among residents will experience a "reverse U-shaped" trend that rises first and then falls. Most of China has not yet passed the turning point, and is still in the upper bound of the "inverted U-shaped" curve. Financial liberalization policies will continue to exacerbate income inequality. The impact of financial efficiency on income distribution is quite different in different regions of China. After dividing the whole China into three regions according to the degree of economic development, it is found that the financial efficiency of the eastern and western regions has a Kuznets effect on the income gap, but compared with the eastern region, more provinces and cities in the western region have entered the stage of reducing the income inequality, and the financial development has a great impact on the western region. The effects of financial development on central China are weak, and income inequality increases with financial efficiency.

Green innovation, driven by China's new development concept, plays a crucial role in high-quality economic development. In line with the green development trend, businesses increasingly prioritize whether their corporate environmental responsibilities (CER) can effectively enhance corporate green innovation (CGI) levels. This paper examines the influence and mechanism of CER on CGI using a dynamic perspective, drawing from 1,640 manually-collected panel data of Shanghai and Shenzhen A-share listed companies between 2010 and 2017. The primary findings indicate that the impact of CER on CGI possesses phase-specific characteristics and a dual effect of "crowding in" and "crowding out." The current phase of CER negatively affects green innovation, while the lag phase has a positive effect. CER's impact on various CGI types is heterogeneous: specifically, it follows an "inverted-N" trajectory (inhibition-promotion-inhibition) for "strategic green innovation" and has a promotional effect on "substantive green innovation," which is stronger and has a longer time lag. The mechanism analysis reveals that financing constraints play a critical mediating role. A heterogeneity analysis based on multiple dimensions (ownership, industry, and location) suggests that CER has a more significant driving force for CGI among state-owned firms, high-polluting industries, and enterprises in inland areas. Finally, the paper presents corresponding suggestions for government and corporate entities.

Entrepreneurs are important actors in economic activities and creators of social wealth. Excellent entrepreneurs contribute their wisdom to the accumulation of social wealth and the promotion of high-quality economic and social development. The business environment is the main manifestation of the soft power of cities and regional economic development, and a better business environment can effectively attract enterprises and promote their sustainable growth. Using data from Chinese A-share listed companies from 2009-2019 as a research sample, the following research conclusions were drawn: (1) A better business environment helps enhance entrepreneurship. (2) A better business environment promotes entrepreneurship by reducing rent-seeking expenses and corporate credit costs. (3) Compared to traditional enterprises, high-tech enterprises are better able to enjoy the benefits brought by business environment optimization and further enhance entrepreneurship. When competition is low, entrepreneurs face lower rent-seeking expenses, which is conducive to stimulating entrepreneurship. The businessenvironment can promote fairness and bring more equal financing opportunities for enterprises, which has a higher impact on entrepreneurship for the group facing higher financing constraints. This study meticulously analyzes the impact ofthebusiness environment on entrepreneurship, providing references for the next steps of optimizing the business environment and enhancing entrepreneurship.

The diplomatic relations between Azerbaijan and Pakistan have undergone significant development since the late 1990s. Despite some studies focusing on diplomatic and political relations, the economic dimension of this partnership has not been systematically covered. In this paper, a robust least squares (RLS) approach is used to model bilateral trade between the two countries and identify statistically significant determinants, including economic, institutional, and cultural factors, after analyzing the main economic and subsectoral trade dynamics of both countries. The results reveal that Azerbaijan's imports from Pakistan are significantly associated with the country's higher income and market size, while Pakistan's elevated exchange rate and trade costs hinder bilateral trade. In addition, Pakistan's rising manufacturing output increases exports to Azerbaijan but decreases imports from Azerbaijan. Among institutional determinants, government effectiveness, the trade freedom index (TFI), and political stability play significant roles in bilateral trade. Lastly, it was found that cultural proximity increases Pakistani exports to Azerbaijan but not imports from Azerbaijan. The analysis also indicates that domestic savings stimulate Pakistani exports. These findings underscore the complex nature of bilateral trade between Azerbaijan and Pakistan and highlight the need for institutional arrangements to harmonize trade flows and boost welfare gains from trade. The results may be of great importance to intergovernmental working groups, domestic policymakers, and businesses.

Banks are at the core of economic functioning in various countries and are the cause of their development in various fields. In a changing environment, they must deal with certain risks and maintain financial stability as the ultimate objective. The primary objective of this study is to examine the correlation between credit risk and bank stability within the Tunisian banking sector, with a specific focus on understanding the moderating impact of the COVID-19 pandemic. To achieve this, we employ several econometric techniques, including panel unit root and cointegration tests, panel Vector Error Correction Model (VECM), Fully Modified Ordinary Least Squares (FMOLS), and Dynamic Ordinary Least Squares (DOLS). Our empirical analysis relies on a panel dataset that encompasses a comprehensive sample of 8 Tunisian banks over 2000-2020. The results of our analysis unveil a significant negative relationship between credit risk and bank stability, indicating that higher levels of credit risk exert a detrimental effect on the overall stability of Tunisian banks. Furthermore, our study highlights that this adverse impact is further exacerbated during the COVID-19 pandemic, suggesting that the pandemic acts as a moderator. The findings of this study hold substantial implications for policymakers, regulators, and bank managers in Tunisia. They emphasize the critical importance of implementing robust risk management practices to mitigate credit risk and bolster bank stability. Additionally, the research underscores the need to consider the unique challenges introduced by external shocks, such as the COVID-19 pandemic, when assessing the overall stability of the banking system.

The answer to how to stop economic growth must be political rather than economic. Economic growth made by men has an impetus which can only be stopped by a deliberate choice. It takes national and international decisions to stop it. In order to organize a moratorium on economic growth (which eventually must lead to a stop on growth) I suggest to create blocks of nations in the world. The European Union can function as a model for such a block. The E.U. is on its way of becoming a supra-national government which was created to ensure a level playing field for its members. Now it is meant to create economic growth for its members, in the future its administration should be used to stop it. Blocks should agree on the targets to reach a durable economy. Globally or between certain more advanced blocks a date should be set to stop economic growth after that date. Each block should implement the goals to reach a durable economy and prevent products reaching its market that violate the goals of durability. Blocks in developing countries cannot be expected to stop economic growth. They need that growth for two reasons. Eventually they must reach the level of existence in the more advanced block and secondly they must have the time to improve the standard for durability of their products. They need the aid of the developed countries to reach a higher but also more durable level of production, but this aid comes with a quid pro quo, In the meantime they must do their utmost to stop wars in their regions and conduct a responsible population-policy to reduce the growth of their population and let it reduce on the long term.

Less-Lethal Weapons, including electric Tasers, velocity-reduction bullet-capture projectiles, rubber bullets, beanbag rounds, and other less-lethal projectiles used in police departments, federal and local law enforcement agencies, and military policing operations, as well as for private use, are topics of significant debate in recent years. These weapons can reduce collateral damage, reputational risk, and legal exposure while preventing wrongful and unnecessary deaths caused by conventional bullet wounds. Yet, opponents have highlighted concerns regarding the safety and effectiveness of these weapons, as well as their potential to cause injury or even death. While the primary duty of law enforcement officials is to preserve order and execute the law while protecting individual rights, they ultimately achieve these goals by exercising their coercive authority. Society expects police officers to rely on their professional training and judgment when using physical force to defend citizens and themselves or to apprehend criminal suspects. Because police officers must occasionally participate in physical acts of coercion, it is unavoidable that some of these interactions may result in bodily injuries to individuals, including the officers themselves. These injuries have real costs, such as medical treatment, lost wages, municipal liability, court claims and settlements, riots, and legal or even criminal exposure, as well as less-tangible collateral costs, such as the erosion of police legitimacy and public trust, which are more difficult to quantify but arguably more influential in shaping long-term public perceptions than personal injuries alone. Less lethal technology eliminates some of the concerns raised by lethal weaponry. This study reviews the advantages and disadvantages of these less-lethal weapon technologies versus traditional firearms for use by the police force, federal agencies, and military police while also performing advanced analytics to model the valuation and return on investment for a law enforcement organization implementing such technologies.
