This paper presents an analytical framework to assess the probability of achieving nationally determined contributions (NDC). The prediction model based on the Kaya identity is used to simulate the pathway of carbon emission until the target year. Applying the modified STIRPAT framework (named CO-STIRPAT) to data observed in South Korea shows that the probability that the predicted pathway with existing climate technology will stay above the NDC target pathway is significantly high. The result suggests that it is necessary to design a climate policy to improve energy intensity and carbon intensity by accelerating the advance in climate technology.

The No.1 document of the Central Government of China has been on the theme of "agriculture, rural areas and farmers" for nearly ten years, placing the solution of "agriculture, rural areas and farmers" at the forefront of the Chinese government's work. Located in the Central Plains, Henan Province in China is one of the major agricultural provinces in China and plays an extremely important role in the field of agricultural production in China. This paper uses an empirical approach and the DEA-Malquist model to study the efficiency of rural public financial inputs to rural revitalisation in Henan Province. The results show that due to different levels of regional economic development, the efficiency of rural public finance investment in Henan Province in promoting rural revitalisation varies, and there is a phenomenon of unreasonable allocation of funds. At the same time, the region's agricultural base also has a greater impact on the efficiency of financial investment. Therefore, Henan Province should adjust measures according to the different regional economic levels and agricultural bases to improve the efficiency of the use of fiscal funds.

Less-Lethal Weapons, including electric Tasers, velocity-reduction bullet-capture projectiles, rubber bullets, beanbag rounds, and other less-lethal projectiles used in police departments, federal and local law enforcement agencies, and military policing operations, as well as for private use, are topics of significant debate in recent years. These weapons can reduce collateral damage, reputational risk, and legal exposure while preventing wrongful and unnecessary deaths caused by conventional bullet wounds. Yet, opponents have highlighted concerns regarding the safety and effectiveness of these weapons, as well as their potential to cause injury or even death. While the primary duty of law enforcement officials is to preserve order and execute the law while protecting individual rights, they ultimately achieve these goals by exercising their coercive authority. Society expects police officers to rely on their professional training and judgment when using physical force to defend citizens and themselves or to apprehend criminal suspects. Because police officers must occasionally participate in physical acts of coercion, it is unavoidable that some of these interactions may result in bodily injuries to individuals, including the officers themselves. These injuries have real costs, such as medical treatment, lost wages, municipal liability, court claims and settlements, riots, and legal or even criminal exposure, as well as less-tangible collateral costs, such as the erosion of police legitimacy and public trust, which are more difficult to quantify but arguably more influential in shaping long-term public perceptions than personal injuries alone. Less lethal technology eliminates some of the concerns raised by lethal weaponry. This study reviews the advantages and disadvantages of these less-lethal weapon technologies versus traditional firearms for use by the police force, federal agencies, and military police while also performing advanced analytics to model the valuation and return on investment for a law enforcement organization implementing such technologies.

All things being equal, and in a truly democratic world, one will expect that the fact that women are the majority in almost every single community of the world should guarantee them at least equal control or ownership over resources and enjoy most of the rights and privileges in that particular community. But things seem not to be working that way as evidence from the literature shows that women are always relegated to the background when it comes to the issue of control or ownership over, and sometimes even access to property in most societies which include the right to own and use land. This undoubtedly has a consequence on the productive and overall development of such a community. In recent times, the issue of gender discrimination, disparities, and inequalities has attracted the attention of researchers over the past decade with enormous literature in this area. There are, however, few studies that provide a comparative analysis of the situation between two or more countries. This paper seeks to fill this void of knowledge based on a review of relevant literature on land rights with an emphasis on the situations in Kenya and Tanzania. The results have shown the prevalence of four types of land rights such as communal property rights, non or open-access property rights, state or crown property rights, and private property rights. The results have further indicated that the controversial land rights of Kenya have led to the reduction in the lands of certain groups of people, increasing land disputes, and also discriminating against women in their land rights. In the case of Tanzania, there were several cases of bias against women concerning the ownership of land, especially under the customary system of Tanzania. Issues of discrimination against women were also identified in the inheritance laws of the land which is a paramount feature within the norms and cultures of the people of Tanzania. The lack of equal access to land by women in both countries is found to harm productivity in several sectors of their economies, especially in agriculture. Policymakers are therefore admonished to ensure equal access by both genders to land as this will lead to efficiency in the management and usage of land which is certainly good for sustainability in the development of any economy.

The development of digital economy is becoming an important path to promote the kinetic energy of China's tax revenue development. Based on the panel data from 2011 to 2018, this paper uses Gini coefficient to analyze the regional differences of China's digital economy, and uses fixed effect model, spatial Durbin model, multi-period double difference model and other empirical methods to examine the tax effects of digital economy development. The results show that the regional disparity is the main reason for the regional disparity of digital economy development in China. The development of digital economy directly increases the tax amount of local digital industry, and at the same time it also radiates and drives the increase of local total tax revenue; The tax effect of digital economy has a negative spatial spillover, showing a "siphon effect" to neighboring areas; Mechanism analysis shows that the development of digital economy mainly promotes the increase of local tax revenue through growth effect.

With the continuous advancement of technological revolution and industrial transformation, digital finance supported by big data and artificial intelligence has become an important engine for promoting carbon neutrality. We measured the industrial structure transformation index (ISU) of 30 provinces in China, and discussed the spatial spillover effect and transmission mechanism between digital finance and ISU using the spatial Durbin model. The research results demonstrate that the digital finance development can significantly improve the local ISU. Interestingly, the impact of digital finance on the ISU of adjacent areas has a significantly negative spatial spillover effect, which still exists under the different spatial weight matrix. Digital finance can improve ISU by improving green technology innovation, upgrading industrial structure, and alleviating capital allocation. We also found that the higher degree of marketization and environmental regulation can increase the positive influences of digital finance on ISU. This research proves the effectiveness of the digital finance in improving energy efficiency, and it encourages policymakers around the world to rely on digital finance to promote ecological governance and achieve high-quality economic development.

In the past, investing in housing has served as an engine of growth for many economies as it is widely recognized that poor housing conditions can have significant negative impacts on human health, education, and economic opportunities. To assess the housing-related quality of life, indicators such as housing quality, housing environment, and cost burdens can be applied. However, recent studies indicate that materials used for construction are critical. Permanent materials, as opposed to temporary materials, typically offer a range of benefits in terms of durability, low maintenance, improved energy efficiency, increased property value, and better safety. The ultimate aim is to identify the key drivers of housing conditions in Cambodia, with a particular focus on materials and water quality, and the legal status of housing. To find the empirical relationship between economic, socio-economic, and demographic variables on the one hand, and variables measuring housing and living conditions in Cambodia on the other, the analysis employs Ordinary Least Squares and Methods-of-Moments regression modeling. Results indicate that high employment rates and entrepreneurship increase home ownership, and improve the quality of drinking water available. Furthermore, in addition to employment and entrepreneurship, the higher-performing construction materials can also be empirically explained by a bigger labor force and variables capturing the wider macroeconomic environment.

Influenced by traditional notions of solidarity, when a province’s planning can be highly aligned with that of the central government, the province is perceived to be more collective and thus able to receive financial or resource favors from the central government. This consistency, as is often the case, reflected in doing the same thing as the central government. This situation may lead governors to ignore local economic performance and thus reduce regional innovation efficiency, as in the case of China’s Great Leap Forward. Likewise, it is possible to get better resources (energy or capital) by demonstrating managerial submissiveness, thus improving the regional innovation efficiency. Therefore, to verify the relationship between imitative governance and regional innovation efficiency, we collected relevant data from 31 major provincial administrative units in China, calculated the degree of imitative governance between provincial government work reports and central government work reports through text similarity, as well as utilized the SBM-DEA model to evaluate regional innovation efficiency. Meanwhile, we provide a new explanation of the phenomenon from the perspective of resource inclination. Finally, the empirical results show that imitative governance promotes local innovation efficiency and is moderated by resource inclination.

The digital transformation of manufacturing industry can promote the development of green transformation and promote the differentiation of workers’ skill structure; On the other hand, it will also hinder the green development due to the huge energy consumption generated by the application of digital technology and facilities. In addition, the green transformation of manufacturing industry will also have differentiated impacts on the employment of labour with different skills due to the innovation of green technology. The existing research has not discussed too much about the interaction among the digital transformation and green transformation in manufacturing industry and labour structure. So, this paper uses the PVAR model to examine the dynamic relationship between digital and green transformation within the industrial sector from the perspective of labour structure, specifically analyzing the impact difference across regions. The results suggest that there is a reciprocal connection between the digitization of manufacturing sector and the labour structure, particularly in the eastern region of China, but the overall interaction between the two remains weak. The interactive between the green transformation of manufacturing industry and the labour structure in the central and western areas has been delayed over periods 1-6. Digital and green manufacturing transformation reinforce each other in central and western regions. However, the digital revolution in the manufacturing industry is hindered by the green transformation in eastern region.
