This research paper examines changes in patient care management in acute care hospitals between 2001 and 2011. During this time, there were two opposing factors at play: the competition effect of the reform and the policymaker’s decision to reduce public hospitals across France. By studying the trends, it is evident that there has been a significant overall shift in patient care management during this period. This change could be attributed to the global competition effect and the concentration of in-patients in specific public facilities. Through the difference-in-difference method, the study analyzed time variations in the intensity of local competition. It was found that local competition had a negligible impact on patient care management. Additionally, the study revealed that there was a significant positive competition effect on high-technical procedures for the private sector, which is in line with the market segment where private sector hospitals have a leadership position and the pro-competitive reform intensified this position. The study also uncovered a negative competition effect on the length of stay for public hospitals. Prior to the implementation of the DRG-based payment reform, public sector hospitals were paid a global budget. However, after the reform was implemented, they had to shorten the length of stay to increase the number of stays. For-profit hospitals have always been paid based on the number of stays. The results are robust and consistent when alternative measures of local competition are used.

This study provides insight into CEO compensation dynamics in the public sector and private sector publicly listed firms in New Zealand. This research uses descriptive statistics, OLS regression, and the difference-in-difference method to analyze the compensation-performance relationship for the period 2005 to 2012. Our findings show that CEOs in the private sector publicly listed firms are receiving higher remuneration benefits. Our results suggest that firm sales and past compensation are the most important determinants of CEO cash-based as well as total compensation. Firms with a larger board size and the presence of a formal remuneration committee are likely to provide higher cash compensation than those without.

Public diplomacy is a significant factor in promoting policy communication, people-to-people bonds, and the protection of foreign assets between two nations, but there is little research on the economic worth of public diplomacy. Python was used to crawl the daily search frequency of "China", "African countries", and related terms to construct the heat index of China-Africa public diplomacy during 2011-2019, and a two-way fixed effect model was developed to examine the impact of public diplomacy on China’s outward foreign direct investment (OFDI) in Africa. The empirical results show that public diplomacy has a considerable favorable effect on China’s OFDI in Africa, and after a series of robustness tests, the basic conclusion still holds. Heterogeneity tests show the investment promotion effect of public diplomacy is more pronounced in sub-Saharan Africa and that the promotion mechanism exhibits the characteristics of poverty alleviation and risk aversion. In addition, the promotion effect of public diplomacy on China’s OFDI becomes greater as time goes on. In terms of impact mechanisms, public diplomacy may promote OFDI by enhancing financing capacity and improving national governance. The research conclusion has policy implications for promoting China-Africa public diplomacy and investment cooperation in the new era.

The enactment of policies that bolster new research and development (R&D) institutions stands as a pivotal strategy to catalyze urban innovation and development. Adopting a strategic lens of innovation chain management and employing the Differences-in-Differences (DID) method to scrutinize panel data from 43 Chinese cities spanning 2008 to 2019, this study probes the efficacy and underlying mechanisms of policies designed to support nascent R&D institutions in facilitating urban innovation. Empirical findings reveal that policies in support of new R&D institutions have markedly enhanced the three integral stages of the urban innovation chain: research and development, transfer, and application. Furthermore, the innovation ambiance within cities and the innovative activities of enterprises emerge as significant mediators between support policies and the output of urban innovation across these stages. A regional heterogeneity analysis unveils that the impact of support policies on the output of urban innovation diverges across regions, with a notably more pronounced effect observed in the eastern region compared to central and western regions. An objective appraisal of the policy's impact on urban innovation not only aids in delving into the profound implementation effects of policy instruments but also furnishes policy-makers with decision-making references for optimizing the utilization of support policies for new R&D institutions to advance the edification of the national innovation system.

The purpose of this paper is to examine and elucidate the effect of the announcement of winning a US federal contract by pharmaceutical companies, traded on the NASDAQ stock exchange on the share prices. The analysis is based on a sample of 327 event days from 12 pharmaceutical companies listed on the NASDAQ market for a given period (2010 – 2021). The sample is analysed by using the event study methodology and Capital Asset Pricing Model (CAPM) in order to examine the abnormal returns and cumulative abnormal returns during an event window of 10 days before the event and 10 days after the event. While prior researchers have identified significant positive abnormal returns following different types of contract announcements, this study aims to contribute to the existing literature by exploring the specific impact of the public contract in the pharmaceutical market on market shares. By investigating this unique aspect, the research fills a gap in previous studies and enhances our understanding of the relationship between public contract announcements and market performance. The data collection utilises secondary data from the official open data source of US federal spending information and daily stock prices. The collected data is analysed quantitatively using event study methodology, allowing for statistical examination of abnormal returns, such as ANOVA analysis, t-statistic, beta index, time series analysis and linear regression. The research findings indicate a significant impact of public contract-winning announcements on cumulative abnormal returns, suggesting a positive reaction from the market. However, average abnormal returns within the event window were positive but not statistically significant. These results imply that winning a government contract has a limited impact on the stock market. The implications of this research highlight the importance of public contract announcements in the pharmaceutical industry and their influence on share prices. The findings provide valuable insights for investors and stakeholders, aiding decision-making processes related to investment opportunities and market performance.

Traditionally, conditions of sustainability of the public debt have long been related quite exclusively to fiscal policy and to budgetary parameters. However, the interaction between fiscal and monetary policies regarding the fixation of the interest rate is fundamental. Indeed, a simple analytical modelling shows that if the nominal interest rate increases exponentially with the public debt, because of a default (credit) risk premium, if the confidence of investors is fundamental, conditions of sustainability of the public debt could be much more difficult to comply with. Indeed, if the interest rate is risk-free, values for which the public debt can be sustainable are less constraining if the long-term GDP growth rate is high, or if the long-term risk-free nominal interest rate is small. They are also less constraining if the country decides to turn to a non-negligible primary budget surplus in case of a high public debt. However, if the interest rate exponentially increases with the public debt level, in case of a significant importance of the default (credit) risk premium, these parameters have very limited consequences on sustainable and equilibrium public debt levels. The sustainable public debt that a government should target is then much smaller than in absence of this risk premium.

Purpose: To realize the benefits a Quality Management System (QMS), an organization needs to effectively implement its principles. This includes embracing these principles within an enabling environment. Hence, organizational structure is a critical success factor for adopting quality management systems. This paper aims at understanding how the organizational structure impacts ISO 9001 QMS implementation and vise versa, besides exploring how quality management initiatives affect organizational resilience through parts. Design/methodology/approach: The research deploys a qualitative methodology, with an outsider-insider approach. 32 semi-structured interviews were conducted, plus one final reflective interview. Interview questions dealt with structural constructs: communication, employee engagement, employee empowerment, process/routine-orientation, multidisciplinarity, cross-functionality, expertise-utilization and change-readiness. The questions also dealt with how the organizational structure impacted ISO 9001 implementation and vice versa. Findings: The results show that ISO 9001 implementation was more successful and fruitful under process-orientation and to some degree under semi-process orientation, while it looked inconsistent under routine-orientation. This indicates a significant role played by the organizational structure when it comes to ISO 9001 implementation. More importantly, the results also demonstrate that ISO 9001 implementation managed to improve organizational resilience by consistently driving the organizational structure toward higher levels of process-orientation for process-oriented units, whereas it failed to realize such impact for routine-oriented units. Originality/value: This study is unique as it is the first - within the reviewed literature - to examine the moderating role of the organizational structure between the ISO 9001 standard and organizational resilience. It draws a roadmap for the successful realization of organizational resilience through quality management systems, considering organizational structure constructs.

We study analytically the conflict of goals between stabilizing economic activity and public debt sustainability, for the fiscal authorities. In the short run, an active and expansionary fiscal policy, increasing public investment or reducing the labor taxation rate, is growth enhancing. However, as these short term fiscal policies also decrease government revenue and increase the public debt, budgetary and fiscal multipliers are reduced in the long run. In the framework of a potential ZLB constraint for monetary policy, an expansionary fiscal policy is thus appropriate only if long term labor and consumption taxation rates are small, and if the share of public expenditure in GDP is high. On the contrary, fiscal policy should be contractionary, in order to insure the sustainability of the long term public debt, if long term labor and consumption taxation rates are high. A contractionary fiscal policy is then also all the more appropriate as the sensitivity of government expenditure to the public debt is high, and as the labor share in the production function is high.

The COVID-19 pandemic has changed the everyday ways of life across the world. The objective of this study is to understand the impacts of nationwide lockdown restrictions on female workforce of New Zealand. To conduct this study three subsets were selected: working mothers, essential workers and women in high-risk industries. New Zealand has a gender segregated workforce, and more women on the frontline as essential workers who faced risks from COVID-19. A quantitative approach based on secondary data published by the Government of New Zealand was employed in this study. The analysis was carried out under three themes: family wellbeing, essential workers and women in high-risk industries. All the themes point to the fact that the working women of New Zealand indeed have been critically impacted compared with working men.

To make an assessment of ratemaking proposals, this article proposes that regulators should consider applying a logical decision-making process, such as multi-criteria decision analysis (MCDA), that selects or modifies those rate mechanisms that come closest to achieving the public interest, as defined by regulators. MCDA seems like an fitting tool to improve regulatory decisions by making more explicit the relationship between different rate mechanisms and the public interest. This article provides a simplified version of MCDA to demonstrate how regulators can apply this tool to evaluate new rate mechanisms in terms of the public interest. As far as the author knows, the MCDA methodology applied to utility ratemaking has not appeared in the literature. While regulators may not want to or lack the resources to execute all the steps presented in this article, MCDA can provide direction to regulators in evaluating different rate mechanisms and ultimately reaching decisions that are more rational and aligned with the public interest. After all, evaluating rate mechanisms is one of the major functions of utility regulators. Doing it wrongly can have a consequential effect on society’s welfare.

This study simultaneously tests Wagner’s law on one hand and Keynes proposition on the other hand related both government spending and output in Ivory Coast that experiencing long run economic growth and widened deficit. That challenges the country’s fiscal sustainability. With annual data from 1980 to 2020, results show that Wagner’s law holds, the elasticity of government spending to output is greater than one. There is bidirectional causality between government size and output validating Keynesian idea that public expenditure is an exogenous factor and a policy instrument for increasing national income. Wagner law and public deficit can justify Ivorian over-indebtedness.

In the wave of digital transformation, banks not only need to strive to provide convenient, safe, and high-quality services, but also need to innovate continuously to meet the needs of all customers and enhance their trust and satisfaction. This report provides exclusive digital service suggestions and solutions to help banks better meet the needs of elderly customers.

The implementation of environmental protection strategy necessarily requires mapping the amount of capital stock of environmental infrastructure. Through the Weibull distribution function and hyperbolic age-decreasing efficiency model, the provincial environmental infrastructure capital stock in China from 1980 to 2018 is measured cautiously, and its spatial dynamics with the generated pollutants is analyzed using the center of gravity method. It is found that: the spatial distribution of environmental infrastructure capital stock is uneven, and the unevenness in the east-west direction is greater than that in the north-south direction, but the unevenness in the east-west direction is narrowing while the north-south direction is widening; the spatial and temporal distribution of environmental infrastructure capital and environmental pollution vary greatly, and the spatial management of environmental pollution is less accurate.

The extensive, interdisciplinary nature of construction supply chains make them prone to inefficiencies at organisational interfaces. Inefficiencies are accentuated by the project-centric delivery paradigm, and complex logistics systems between multiple stakeholders. They manifest as a multitude of concurrent activities, processes, and systems both on and off-site. Transportation is the largest component of the logistics domain. Transport operations are inherently fragmented, intrinsic to every business, while vehicle ownership and deployment is typically externalised. Differentiated waste removal and materials delivery further disintegrate the already fragmented construction supply chain. Inefficiencies from the insularity of the planning process across segmental boundaries aggregate incrementally, with impacts visible at the macro level. Re-configuration of activities, resources and actors are acknowledged strategies for optimising logistics and transportation function. This paper investigates the impact of three integration strategies on a manufactured construction products supply chain efficiency. These strategies include vertical integration of distribution, integrated planning for transport operations, and integration of reverse logistics into operations. Sustainability impacts are evaluated according to domestically determined monetary parameters in order to benchmark performance at the business and national scale.

Based on China's 30 provincial panel data from 2006 to 2018, this paper uses the spatial Durbin model to empirically study the influence path and transmission mechanism of financial development on regional technological innovation, and introduce digital finance environment, marketization degree, and government environmental management as an adjustment variable to verify its regulating effect on financial development and regional technological innovation. The study found that the overall promotion of digital finance to local technological innovation is not significant. Besides, the characteristics of ownership discrimination and weak risk appetite in the bank's medium and long-term credit market have led to its failure to promote regional technological innovation. In contrast, the stock market and bond market in direct financing channels have enhanced local innovation capabilities. When the external environmental system is used as the adjustment variable, the results show that an excellent digital finance development, marketization degree, and government environmental management can effectively and positively regulate the effect of financial development and technological innovation.

Speeding up digital development and building "digital China" is an important strategic deployment of the "14th Five-Year Plan" and a concrete measure to promote the high-quality development of China's sports industry and national health. Based on provincial data in China from 2011 to 2019, an empirical model is used to analyze the relationship between digital construction, sports industry development and national health investment. The results show that digitalization is instrumental for sports industry development and the improvement of national health in China. Digitalization has promoted the healthy development of sports industry and national health by increasing the input of public science and technology.

The No.1 document of the Central Government of China has been on the theme of "agriculture, rural areas and farmers" for nearly ten years, placing the solution of "agriculture, rural areas and farmers" at the forefront of the Chinese government's work. Located in the Central Plains, Henan Province in China is one of the major agricultural provinces in China and plays an extremely important role in the field of agricultural production in China. This paper uses an empirical approach and the DEA-Malquist model to study the efficiency of rural public financial inputs to rural revitalisation in Henan Province. The results show that due to different levels of regional economic development, the efficiency of rural public finance investment in Henan Province in promoting rural revitalisation varies, and there is a phenomenon of unreasonable allocation of funds. At the same time, the region's agricultural base also has a greater impact on the efficiency of financial investment. Therefore, Henan Province should adjust measures according to the different regional economic levels and agricultural bases to improve the efficiency of the use of fiscal funds.

The paper addresses the alternative policy options available to address the question of lives versus livelihood in an SIRD model augmented with a macroeconomic structure. An important contribution of the paper lies in designing the policy of lockdown dependent on the extent of the constraint on the health facilities. The paper supplements the literature with a less stringent version of the lockdown policy, viz. soft lockdown policy which is shown to be more attractive from a public policy standpoint and has actually been practised in many countries across the globe during the recent pandemic. Finally, the optimal policy derived on the basis of the level of lockdown and adjustment of the binding constraint on health facilities depends on the objective of policy makers contingent on the relative weights of lives versus livelihood.

The global agricultural supply chain grapples with inherent challenges, including opacity, inefficiency, and ethical concerns, necessitating innovative solutions, particularly within Indian Agriculture Supply Chain Management. Despite these challenges, a notable research gap emerges due to the limited exploration of adoption factors specific to the Indian agricultural context. To bridge this gap, a comprehensive investigation is initiated to delve into the nuanced dynamics of blockchain technology adoption in the Indian agricultural supply chain. The primary aim of this study is to provide insights into these adoption dynamics, employing a three-stage methodology. Starting with an extensive literature review to identify key adoption factors, the study then distributed a well-crafted questionnaire to 200 respondents, yielding 150 complete and analyzable responses. The chosen methodologies, including a one-sample t-test and exploratory factor analysis, allow for a quantitative assessment of the significance of various factors. The study's findings reveal crucial dimensions influencing blockchain adoption, such as perceived benefits, ease of use, trust, efficiency, ethical considerations, data security, integrity, regulatory compliance, and collaboration and stakeholder engagement, providing a comprehensive understanding of the adoption landscape. In conclusion, this research significantly contributes to comprehending the nuanced adoption dynamics of blockchain technology in the Indian agricultural supply chain, supported by a substantial sample size and robust methodological choices. The implications extend to stakeholders navigating the evolving agricultural supply chain, offering valuable insights for future research, policy considerations, and practical strategies, with a central focus on fostering transparency, efficiency, and ethical standards to address global agricultural supply chain challenges.

It's critical for environmental governance to understand the effectiveness of policy interventions as well as their working mechanisms. This paper focuses on the vehicle license plate-based management, a sort of policy intervention understudied in environmental governance literature. Specifically, we study the automobile purchase restriction (APR), a major method of license management to address urban air pollution and traffic congestion recently launched by the authorities of China. However, limited studies have quantified the environmental impact of such purchase restriction. Based on the panel data of PM2.5 concentration in 330 cities in China during 1998-2016, this study aims to explore the causal impact of Beijing automobile purchase restriction on air quality, using the regression control method and high-dimensional data regression of machine learning. The average PM2.5 concentration did not decrease but increased because of the purchase restriction. Over time, the deterioration effect on urban air quality will not alleviate. Besides, the restriction cannot enhance urban air quality by decreasing the increase of PM2.5. Despite excluding the impact of driving restriction, the purchase restriction markedly aggravate urban air quality. This paper has some policy implications for policymakers on the impact of urban vehicle license management with caution. Hence, it is essential to promote urban economy, production, and lifestyle to attain the win-win goal of air pollution control and urban development.
