We study analytically the conflict of goals between stabilizing economic activity and public debt sustainability, for the fiscal authorities. In the short run, an active and expansionary fiscal policy, increasing public investment or reducing the labor taxation rate, is growth enhancing. However, as these short term fiscal policies also decrease government revenue and increase the public debt, budgetary and fiscal multipliers are reduced in the long run. In the framework of a potential ZLB constraint for monetary policy, an expansionary fiscal policy is thus appropriate only if long term labor and consumption taxation rates are small, and if the share of public expenditure in GDP is high. On the contrary, fiscal policy should be contractionary, in order to insure the sustainability of the long term public debt, if long term labor and consumption taxation rates are high. A contractionary fiscal policy is then also all the more appropriate as the sensitivity of government expenditure to the public debt is high, and as the labor share in the production function is high.

This study simultaneously tests Wagner’s law on one hand and Keynes proposition on the other hand related both government spending and output in Ivory Coast that experiencing long run economic growth and widened deficit. That challenges the country’s fiscal sustainability. With annual data from 1980 to 2020, results show that Wagner’s law holds, the elasticity of government spending to output is greater than one. There is bidirectional causality between government size and output validating Keynesian idea that public expenditure is an exogenous factor and a policy instrument for increasing national income. Wagner law and public deficit can justify Ivorian over-indebtedness.

Public diplomacy is a significant factor in promoting policy communication, people-to-people bonds, and the protection of foreign assets between two nations, but there is little research on the economic worth of public diplomacy. Python was used to crawl the daily search frequency of "China", "African countries", and related terms to construct the heat index of China-Africa public diplomacy during 2011-2019, and a two-way fixed effect model was developed to examine the impact of public diplomacy on China’s outward foreign direct investment (OFDI) in Africa. The empirical results show that public diplomacy has a considerable favorable effect on China’s OFDI in Africa, and after a series of robustness tests, the basic conclusion still holds. Heterogeneity tests show the investment promotion effect of public diplomacy is more pronounced in sub-Saharan Africa and that the promotion mechanism exhibits the characteristics of poverty alleviation and risk aversion. In addition, the promotion effect of public diplomacy on China’s OFDI becomes greater as time goes on. In terms of impact mechanisms, public diplomacy may promote OFDI by enhancing financing capacity and improving national governance. The research conclusion has policy implications for promoting China-Africa public diplomacy and investment cooperation in the new era.

This paper explores how the medical expenditure risk affects the households’ portfolio choice across health status theoretically in a life cycle model and empirically using machine learning methods. Medical expenditure risk, as a background risk, has the potential to influence households’ financial decisions. A higher medical expenditure risk leads to a larger fluctuation and more uncertainty in households’ consumption and therefore utility. As a result, risk-free assets become more attractive. Our machine learning analysis provides evidence that aligns with the predictions of the theoretical life cycle model. Specifically, households with better health hold a larger proportion of stocks in their portfolios. Furthermore, when facing increased medical expenditure risk, households in good health demonstrate a greater willingness to invest in safe assets.

Traditionally, conditions of sustainability of the public debt have long been related quite exclusively to fiscal policy and to budgetary parameters. However, the interaction between fiscal and monetary policies regarding the fixation of the interest rate is fundamental. Indeed, a simple analytical modelling shows that if the nominal interest rate increases exponentially with the public debt, because of a default (credit) risk premium, if the confidence of investors is fundamental, conditions of sustainability of the public debt could be much more difficult to comply with. Indeed, if the interest rate is risk-free, values for which the public debt can be sustainable are less constraining if the long-term GDP growth rate is high, or if the long-term risk-free nominal interest rate is small. They are also less constraining if the country decides to turn to a non-negligible primary budget surplus in case of a high public debt. However, if the interest rate exponentially increases with the public debt level, in case of a significant importance of the default (credit) risk premium, these parameters have very limited consequences on sustainable and equilibrium public debt levels. The sustainable public debt that a government should target is then much smaller than in absence of this risk premium.

This study provides insight into CEO compensation dynamics in the public sector and private sector publicly listed firms in New Zealand. This research uses descriptive statistics, OLS regression, and the difference-in-difference method to analyze the compensation-performance relationship for the period 2005 to 2012. Our findings show that CEOs in the private sector publicly listed firms are receiving higher remuneration benefits. Our results suggest that firm sales and past compensation are the most important determinants of CEO cash-based as well as total compensation. Firms with a larger board size and the presence of a formal remuneration committee are likely to provide higher cash compensation than those without.

The purpose of this paper is to examine and elucidate the effect of the announcement of winning a US federal contract by pharmaceutical companies, traded on the NASDAQ stock exchange on the share prices. The analysis is based on a sample of 327 event days from 12 pharmaceutical companies listed on the NASDAQ market for a given period (2010 – 2021). The sample is analysed by using the event study methodology and Capital Asset Pricing Model (CAPM) in order to examine the abnormal returns and cumulative abnormal returns during an event window of 10 days before the event and 10 days after the event. While prior researchers have identified significant positive abnormal returns following different types of contract announcements, this study aims to contribute to the existing literature by exploring the specific impact of the public contract in the pharmaceutical market on market shares. By investigating this unique aspect, the research fills a gap in previous studies and enhances our understanding of the relationship between public contract announcements and market performance. The data collection utilises secondary data from the official open data source of US federal spending information and daily stock prices. The collected data is analysed quantitatively using event study methodology, allowing for statistical examination of abnormal returns, such as ANOVA analysis, t-statistic, beta index, time series analysis and linear regression. The research findings indicate a significant impact of public contract-winning announcements on cumulative abnormal returns, suggesting a positive reaction from the market. However, average abnormal returns within the event window were positive but not statistically significant. These results imply that winning a government contract has a limited impact on the stock market. The implications of this research highlight the importance of public contract announcements in the pharmaceutical industry and their influence on share prices. The findings provide valuable insights for investors and stakeholders, aiding decision-making processes related to investment opportunities and market performance.

Speeding up digital development and building "digital China" is an important strategic deployment of the "14th Five-Year Plan" and a concrete measure to promote the high-quality development of China's sports industry and national health. Based on provincial data in China from 2011 to 2019, an empirical model is used to analyze the relationship between digital construction, sports industry development and national health investment. The results show that digitalization is instrumental for sports industry development and the improvement of national health in China. Digitalization has promoted the healthy development of sports industry and national health by increasing the input of public science and technology.

The No.1 document of the Central Government of China has been on the theme of "agriculture, rural areas and farmers" for nearly ten years, placing the solution of "agriculture, rural areas and farmers" at the forefront of the Chinese government's work. Located in the Central Plains, Henan Province in China is one of the major agricultural provinces in China and plays an extremely important role in the field of agricultural production in China. This paper uses an empirical approach and the DEA-Malquist model to study the efficiency of rural public financial inputs to rural revitalisation in Henan Province. The results show that due to different levels of regional economic development, the efficiency of rural public finance investment in Henan Province in promoting rural revitalisation varies, and there is a phenomenon of unreasonable allocation of funds. At the same time, the region's agricultural base also has a greater impact on the efficiency of financial investment. Therefore, Henan Province should adjust measures according to the different regional economic levels and agricultural bases to improve the efficiency of the use of fiscal funds.

The use of All-Terrain Vehicles (ATVs) has gained considerable attention within the recreation industry. The incorporation of ATVs into tourism and recreational activities has demonstrated substantial economic potential for local economies. However, there is a lack of comprehensive knowledge regarding the economic impact of ATV recreation. This paper conducts an extensive review of existing literature from 2004 to 2022, evaluating the economic impact of ATVs on local economies in the United States. The review aims to identify commonalities and disparities among existing economic impact studies and assess whether these studies have included costs associated with ATV-induced environmental, societal, and public health damages in their economic assessments. To this end, there is a scarcity of scientific peer reviewed journal articles that exclusively focus on the economic impact of ATVs. As such, we reviewed a total of seven publications comprising reports. The results of our analysis shed light on similarities and differences in aspects of resident and non-resident ATV spending, type of ATV expenditures, and the approaches used to evaluate economic impact assessment. The findings indicate that existing studies have assessed the economic impact of ATVs solely based on gross expenditures, lacking comprehensive inclusion of the costs associated with ATV damages to the environment, society, and human health. This study advocates for the need for a more comprehensive consideration of both benefits and costs in the economic impact of ATVs to assist ATV business managers, policymakers, and researchers in making informed decisions and planning future programs.

The paper addresses the alternative policy options available to address the question of lives versus livelihood in an SIRD model augmented with a macroeconomic structure. An important contribution of the paper lies in designing the policy of lockdown dependent on the extent of the constraint on the health facilities. The paper supplements the literature with a less stringent version of the lockdown policy, viz. soft lockdown policy which is shown to be more attractive from a public policy standpoint and has actually been practised in many countries across the globe during the recent pandemic. Finally, the optimal policy derived on the basis of the level of lockdown and adjustment of the binding constraint on health facilities depends on the objective of policy makers contingent on the relative weights of lives versus livelihood.

The present paper empirically examines the validity of the environmental Kuznets curve (EKC) hypothesis, which posits an inverted U-shaped relationship between CO2 emissions and economic growth, in Egypt, India, Mexico, Pakistan, Thailand, and Turkey for the period 1970-2020. The EKC validity is highly debated due to varying results across countries. This study is significant to addresses this controversy by estimating the EKC's robustness while considering the influence of financial development, globalization, and government expenditure. We employ two cointegration techniques, the autoregressive distributed lag (ARDL) and vector error correction model (VECM), also considering potential structural breaks in the data. Out key findings indicate that the EKC hypothesis is supported in India, Pakistan, and Turkey, with carbon emissions eventually declining after reaching a peak. The hypothesis is not supported in Egypt and Thailand, where emissions rise monotonically with economic growth. In Mexico, the results are mixed, with ARDL suggesting a U-shaped relationship and VECM supporting the EKC. From our empirical analysis of the EKC hypothesis, we derive the following policy implications: 1) countries should adopt comprehensive policy strategies that integrate these goals and fully consider the long-term environmental and societal impacts of their decisions; 2) countries should invest heavily in research and development to accelerate the creation of new technologies that can effectively reduce carbon emissions; and 3) countries must actively raise awareness about the environmental repercussions of economic growth.

The Public Welfare Foundation of a listed company is a non-profit organization with independent legal personality. It is established and funded by a listed company. The purpose of establishing a foundation for a listed company is generally to carry out charitable activities and make important contributions to charitable causes. However, due to the special power separation model, the autonomy of the foundation is poor, and there may be serious agency conflicts, ultimately leading to listed companies becoming beneficiaries of the foundation's charitable activities. We have found from the perspectives of commercial credit, sales, and cooperative relationships that social responsibility initiating organizations (listed companies) can obtain potential benefits from social responsibility fulfilling organizations (listed company public welfare foundations) in supply chain commercial relationships, that is, listed companies that establish public welfare foundations have good supply chain commercial relationships. When a listed company and a public welfare foundation have a close relationship in terms of fund donation, decision-making, business, and naming, the public welfare foundation has a strategic preference in selecting project names, project service areas, project beneficiaries, and project service areas. It prioritizes the interests of the listed company, enabling the listed company to obtain better supply chain business relationships.

To make an assessment of ratemaking proposals, this article proposes that regulators should consider applying a logical decision-making process, such as multi-criteria decision analysis (MCDA), that selects or modifies those rate mechanisms that come closest to achieving the public interest, as defined by regulators. MCDA seems like an fitting tool to improve regulatory decisions by making more explicit the relationship between different rate mechanisms and the public interest. This article provides a simplified version of MCDA to demonstrate how regulators can apply this tool to evaluate new rate mechanisms in terms of the public interest. As far as the author knows, the MCDA methodology applied to utility ratemaking has not appeared in the literature. While regulators may not want to or lack the resources to execute all the steps presented in this article, MCDA can provide direction to regulators in evaluating different rate mechanisms and ultimately reaching decisions that are more rational and aligned with the public interest. After all, evaluating rate mechanisms is one of the major functions of utility regulators. Doing it wrongly can have a consequential effect on society’s welfare.

This research paper examines changes in patient care management in acute care hospitals between 2001 and 2011. During this time, there were two opposing factors at play: the competition effect of the reform and the policymaker’s decision to reduce public hospitals across France. By studying the trends, it is evident that there has been a significant overall shift in patient care management during this period. This change could be attributed to the global competition effect and the concentration of in-patients in specific public facilities. Through the difference-in-difference method, the study analyzed time variations in the intensity of local competition. It was found that local competition had a negligible impact on patient care management. Additionally, the study revealed that there was a significant positive competition effect on high-technical procedures for the private sector, which is in line with the market segment where private sector hospitals have a leadership position and the pro-competitive reform intensified this position. The study also uncovered a negative competition effect on the length of stay for public hospitals. Prior to the implementation of the DRG-based payment reform, public sector hospitals were paid a global budget. However, after the reform was implemented, they had to shorten the length of stay to increase the number of stays. For-profit hospitals have always been paid based on the number of stays. The results are robust and consistent when alternative measures of local competition are used.

Using an international dataset, this letter finds that high stock returns are associated with increased death rates from drug use disorders. Although the out-of-pocket expenditure on healthcare also rises following a stock market surge, the net effect on life expectancy is significantly negative.

Digitalization is nowadays one of the fastest developing processes. The adoption of digital technologies can provide innumerous opportunities for the organizations to evolve and gain competitive advantage by leveraging of technologies to respond to dynamic expectations and demands. Information about the country digitalization level is essential to decision makers in both public and private organizations. It can present insights on which areas need the most investment, and furthermore to gain feedback on the outcomes of these investments. For companies, it can create a certain predictability on which products and services will be required the most. To assess the evolution of this process in different countries, various indexes were proposed and employed by different corporations. The Digital Economy and Society Index (DESI) and ICT Development Index (IDI) are used by public organizations. Digitalization Index (DiGiX) and Cisco Digital Readiness Index (CISCO) are used by private companies. Comparing two sectors highlights the most common factors of digital evaluation. Indexes are analyzed thoroughly by their structure, coverage, weights, methodology and ranking. The result of the practical work is a equivalence table which shows the percentage of their similarity. Additionally, a new digitalization index is proposed, based on the result of the previous comparison, which can be applied to analyze both public and private sector of the country’s digitalization level.

This study analyzes how the presence and the composition of nomination committees could influence innovation. Specifically, we focus on the committee size, the frequency of meetings, and the presence of independent and female members. Innovation is measured by (1) the firm’s ability to produce innovations such as new or improved products/processes and the number of patents, and (2) innovation expenditures (R&D spending and the number of scientists and experts per R&D teams). This study is drawn on firms listed on the SBF120 index, between 2002 and 2016. It provides the following results: First, the presence of nomination committees is negatively associated with the number of patent applications and the number of scientists and engineers in R&D teams. Furthermore, most of the nomination committee’s attributes (such as the presence of independent and women members) have no significant association with innovation proxies. We show, also, that large nomination committees are prone to increase innovation income (such as the R&D expenditures and the number of scientists and experts per R&D teams) as well as the number of filed patents. Turning to the committee functioning provides evidence that the frequency of meetings could reduce asymmetric information regarding innovation projects and lead to an increase of R&D expenses. This article brings practical insights to board structures issues. This study contributes to the current debate on how boards should be organized, specifically; the nomination committees. It shows that boards should pay attention to the nomination committee features as they could undermine innovation projects, specifically in innovation-sensitive industries.

Overall development of a country largely depends on the economic policy instruments particularly fiscal and monetary policy to streamline the development and continue the developmental progress. These two policies have significant effects on long-term growth. It is noticed that policy adoption and reforms in both fiscal and monetary policies undertaken by Southeast Asian nations during the 1960s through 1990s have contributed to their advancement. This paper discusses the strategies for flourishing as emerging economies. Examples from Singapore, Thailand and Vietnam are highlighted in this study. It is found that prudent fiscal and monetary policy, effective discounting and interest rate; modernized tax system and most importantly policy regime are the contributing factors of these emerging economies. However, in spite of high-income growth and development because of supportive these policy initiatives, administrative and politico-economic constraints challenged the path of economies. Long-term development strategies are suggested to sustain the growth and continue the development pace.

We offer an extensive analysis of the significance of information within the realm of Gaussian quadratic economies. We build upon the seminal papers of Morris and Shin (2002, 2007) and consider a signal game of incomplete information. Particularly, we question the suitability of partial transparency portrayed by fragmented information in addition to the private signal in terms of welfare effects. We can summarize our findings in two main points. First, fragmented information, in conjunction with a private signal, can reduce the reliance on public signals. Second, a conflicting effect arises between increasing full disclosure and increasing the precision of fragmented (semi-public) information when examining different complex scenarios, involving for example endogenous private information or imperfect correlated signals. For a critical threshold, an optimal communication strategy designed by fragmented information should be implemented whenever that kind of information is acquired at a high precision.
