The objectives and tasks of the European Central Bank (ECB) are defined in Articles 2 and 3 of Protocol (No 4) on the Statute of the European System of Central Banks (ESCB) and of the European Central Bank (ECB). While in Article 3,1° of this Protocol other tasks are mentioned, the prime objective of the ESCB and therefore of the ECB, is price stability. This concept was originally specified by the Executive Board of the ECB as an annual increase of less than 2% in the inflation rate over the medium term, measured by the Harmonized Index of Consumer Prices (HICP) for the euro area. This paper examines to what extent the ECB has been effective in realizing price stability over the period from January 1, 2000 to December 31, 2022. Price stability is important for economic agents. It allows them to plan their savings, spending and investment eventually resulting in sustained economic growth.   Notwithstanding the commitment of large human and other resources and the use of unconventional monetary policies, the ECB did not realize its prime objective during a large part of this period. We conclude that putting too much confidence in DSGE-modeling as one of the methodologies to determine monetary policy, may have played an important role in the ECB not achieving its main statutory objective.

The Weibull distribution is extensively useful in the field of finance, insurance and natural disasters. Recently, It has been considered as one of the most frequently used statistical distributions in modelling and analyzing stock pricing movement and uncertain prediction in financial and investment data sets, such as insurance claims distribution. It is well known that the Bayes estimators of the two-parameter Weibull distribution do not have a compact form and the closed-form expression of the Bayes estimators cannot be obtained. In this paper and the Bayesian setting, it is assumed that the scale parameter of the Weibull model has a gamma prior under the assumption that its shape parameter is known. A simulation study is performed using random claims amount to compare the performance of the Bayesian approach with traditional maximum likelihood estimators in terms of Root Mean Square Errors (RMSE) and Mean Absolute Error (MAE) for different sample sizes, with specific values of the scale parameter and shape parameters. The results have been compared with the estimated result via the maximum likelihood method. The result revealed that the Bayesian approach behaves similarly to the maximum likelihood method when the sample size is small. Nevertheless, in all cases for both methods, the RMSE and MAE decrease as the sample size increases. Finally, applications of the proposed model to the insurance claim data set have been presented.

We explore the connectedness and portfolio implications between Islamic and conventional bonds in global and GCC regions. We also compare which bonds performed better during our sample period. Unlike previous studies, we focus on Islamic bond markets compared to their conventional counterparts and highlight the GCC bonds (Islamic and conventional) in respect of global bonds. We apply the DCC-GJR-GARCH (1,1) method, the Sharpe ratio, and the portfolio implications strategy over the period from September 1, 2013, to February 23, 2022. Our time-varying results suggest that the relationship among all variables varies over time, but most of them are positive, suggesting that there are fewer diversification opportunities between Islamic and conventional bonds. Hedging and diversification benefits are found only in the limited period among these variables, especially between GCC bonds and global bonds, and global Sukuk and GCC Sukuk. The findings of risk-adjusted returns reveal that Islamic bonds outperform their conventional counterparts. Moreover, mixed results are found in the case of hedging costs, and the majority of the fund, based on optimal weights, should be invested in Islamic bonds. Our study endows investors and regulators in the global and GCC markets with new insights on how to shield their investments and the financial system from financial crises through a hedging strategy with Islamic finance.

This paper intends to analyze efficiency, in its weak form, in the stock markets of Austria (ATX), Poland (WIG), the Czech Republic (PX Prague), Hungary (BUX), Croatia (CROBEX), Serbia (BELEX 15), Romania (BET), and Slovenia (SBI TOP), from February 16, 2018, to February 15, 2023. To achieve the research aim, we intend to answer the following research question: i) Have events in 2020 and 2022 heightened the persistence of Central European stock markets? Results suggest that persistence in returns has increased significantly during the first wave of Covid-19 and the Russian invasion in the year 2023, but we also saw that most stock markets already exhibit long memories, implying that the research question has been partially validated. This research can provide valuable insights to investors, policymakers, and others interested in financial risk management.

Achieving food security through improved agricultural technology is one of the greatest challenges of our time. Indeed, it is one of the elements explicitly mentioned in the Sustainable Development Goals (SDGs). One factor that can lead to improved production and distribution systems is the availability of data of all kinds on the sector. In this paper we study what is happening in this respect in two Mediterranean olive oil producing countries, and show how available data can facilitate the coordination and communication of technical developments and improve the competitiveness of producers.

The study analyses the long growth rate period contribution to human development in West African Economic and Monetary Union (WAEMU) from 1996 to 2019 introducing time and institutional indicators effects analyses. Time and institutional effects both greatly improve model's diagnostics statistics. Time effects reduce growth variable coefficient and its significance, but not institutional effects. Combined effects inhibit growth contribution to human development. It appears essential to increase the resiliency of growth and the efficiency of government institutions.

The precise prediction of carbon emissions trading prices is the foundation for the stable and sustainable development of the carbon financial market. In recent years, influenced by a combination of factors such as the pandemic, trading regulations, and policies, carbon prices have exhibited strong random volatility and clear non-stationary characteristics. Traditional single-perspective prediction methods based on conventional statistical models are increasingly inadequate due to the homogenization of features and are struggling to adapt to China's regional carbon emissions trading market. Therefore, this paper proposes a multi-perspective fusion-based prediction method tailored to the Chinese market. It leverages carbon emissions trading information from key cities as relevant features to predict the price changes in individual cities. Inspired by the development of artificial intelligence, this paper implements various time series models based on deep neural networks. The effectiveness of the multi-perspective approach is validated through multiple metrics. It provides scientific decision-making tools for domestic carbon emissions trading investors, making a significant contribution to strengthening carbon market risk management and promoting the establishment and rational development of a unified carbon market in China.

Educational equity is the foundation of social equity, and education equalization is one of the serious issues to be solved by the government. This work considers one education equalization reform conducted by Suzhou Industrial Park of China, namely, the comprehensive "five to nine" (CFTN) housing purchase admission qualification adjustment policy, as an example and uses the resold housing transaction data to identify the effect of the equalization policy by the difference-in-differences (DID) method. Based on this natural experiment, the quantitative assessment results show that (1) the CFTN policy has a significantly positive effect on housing prices in nine-year consistent (NYC) school districts that belong to high-quality school districts; (2) the CFTN policy has no significant effect on housing prices in non-NYC consistent school districts that belong to ordinary school districts. These results uncover that the one-size-fits-all CFTN policy can only obtain significant housing price equilibrium effects in school districts above a certain level of education quality. For regions with backward education levels, the policy is ineffective. For these regions, continuously increasing high-quality educational resources and increasing educational service levels are essential solutions to reduce educational inequality.

This study delves into the intricate interconnections among the financial sector, macroeconomic dynamics, and the advancement of sustainable energy production in South Asia. Utilizing data from 1987 to 2022 in Bangladesh, India, Pakistan, and Sri Lanka, the research employs the Structural Vector Autoregressive (SVAR) method to analyze financial market responses. The findings reveal nuanced insights into the complex relationship between economic and environmental factors, fostering a comprehensive understanding of the region's intricate nexus between financial markets and sustainable energy initiatives. In the Economic Growth model, the negative coefficient for CO2 emissions underscores environmental concerns, indicating an inverse relationship with economic growth. Conversely, positive coefficients for non-fossil energy production, Gross Fixed Capital Formation, stock exchange value, and domestic credit emphasize their positive impact on economic growth. A positive GDP coefficient in the CO2 emission model signifies heightened carbon emissions with economic growth, while a negative coefficient for non-fossil energy production suggests potential environmental benefits. The nearly unitary positive coefficient for Gross Fixed Capital Formation highlights its significant role in driving carbon emissions. The Non-Fossil Energy Production model reveals an inverse relationship between GDP and clean energy, suggesting a potential reliance on fossil fuels during economic growth. Positive coefficients for CO2 emissions, Gross Fixed Capital Formation, stock exchange value, and domestic credit highlight factors influencing non-fossil energy production. Long-run stable coefficients affirm variable significance, while a negative error correction term suggests convergence in developing countries. These models offer nuanced insights into the intricate relationships among economic, environmental, and energy variables, guiding sustainable development policies in South Asia.

Keeping in view the concept of agglomeration economies and the New Economic Geography (NEG) angle, this paper makes an attempt to examine the rural to urban population movement at the district level in India. The findings do not favour a strong positive association between levels of urbanization and migration rates.  However, there exists a cluster of districts which are able to attract migrants on a large scale in spite of being already urbanized. The work participation rate, share of services and construction work, and literacy rate all form parts of this positive nexus, indicating that opportunities exist with increased levels of urbanization which in turn prompt people to migrate. The positive spill-over effects of higher levels of urbanization are not limited to the urban spaces only as the adjoining rural areas also seem to have undergone   a significant transformation. The land use pattern and activities are changing and some of the developmental impact is evident. However, the regional variations in this respect are evident. There are sharp differences in the relationship between urbanization level and migration rates across regions. The nature of urbanization and its determinants and the outcome variables of urbanization and migration also unravel regional variations. Besides, there are many districts with higher levels of urbanization; yet, they are not able to attract migrants at a rapid pace. New investment opportunities can be created in these spaces to reduce the cost of growth and make employment generation process more effective, facilitating the rural population to take the benefits of agglomeration economies.

This paper examines impacts of China’s financial liberalization policy on income inequality, through three channels: financial scale, financial structure and financial efficiency, an empirical analysis based on panel data of 30 provinces in China from 1996 to 2013 is conducted. The results confirm the Kuznets effect between financial scale, financial structure and income inequality. As the size of the financial sector expands, the financial structure is tilted toward direct financing, and the income gap among residents will experience a "reverse U-shaped" trend that rises first and then falls. Most of China has not yet passed the turning point, and is still in the upper bound of the "inverted U-shaped" curve. Financial liberalization policies will continue to exacerbate income inequality. The impact of financial efficiency on income distribution is quite different in different regions of China. After dividing the whole China into three regions according to the degree of economic development, it is found that the financial efficiency of the eastern and western regions has a Kuznets effect on the income gap, but compared with the eastern region, more provinces and cities in the western region have entered the stage of reducing the income inequality, and the financial development has a great impact on the western region. The effects of financial development on central China are weak, and income inequality increases with financial efficiency.

Since the Industrial Revolution, the emission of carbon dioxide and other greenhouse gases by human production activities has increased year by year, and the greenhouse effect has also increased. A series of problems, such as global warming, melting of the Antarctic continent, sea level rise and frequent occurrence of extreme climate, have attracted the attention of countries all over the world. As a developing country with the fastest economic growth rate, China's rapid economic growth is inseparable from the contribution of manufacturing industry. As an important engine of China's economic development, manufacturing industry inevitably brings environmental problems and a large number of greenhouse gas emissions while promoting rapid economic development. Therefore, manufacturing has become a major area for China to achieve its carbon emission reduction targets. With the "Made in China" to the world, the export trade of manufacturing industry plays a decisive role in China's total export trade and even the global trade. But whether the huge export demands will affect carbon emissions. Through the empirical study on carbon emissions of China's manufacturing export trade, the paper found that the increase of export demand of manufacturing industry will indeed bring a significant increase in carbon emissions, but also affected by some other factors. Finally, it provides reference for the high-quality development and export of China's manufacturing industry under the background of the target of “dual-carbon”.

The construction and optimization of a portfolio is a complex process that has been a historically active research area in finance. For portfolios with highly correlated assets, the performance of traditional risk-based asset allocations methods such as the mean-variance (MV) model is limited when numerous assets are correlated. A novel clustering-based asset allocation method, called Hierarchical Risk Parity (HRP), provides an opportunity to mitigate these limitations in portfolio construction. HRP utilizes the hierarchical relationships between the covariance of assets in a portfolio to determine weight distributions, eliminating the need for the inversion of the covariance matrix that is required by most traditional risk-based asset allocation methods. This research examines the viability of Hierarchical Risk Parity (HRP) method in portfolio construction of a US equity portfolio and compares the performances of HRP to traditional asset allocation methods exemplified by the mean-variance (MV) method. The results of this research show that the performance of the HRP method is comparable to the performance of the MV method. Given these findings, HRP provides an advantageous approach for portfolio construction in practical scenarios where correlated assets are present in the portfolios.

Renewable energy has become a crucial topic in recent years as the world is moving towards environment friendly and sustainable energy sources. The aim of this research paper is to analyze the effectiveness and efficiency of renewable energy resources such as geothermal, hydro, solar and wind energy in comparison to typical and traditional energy resources such as oil and coal. This paper focuses on the current state of renewable energy adoption, the benefits and drawbacks of all types of renewable energy resources, and the challenges faced in implementing renewable energy on a large scale. Through a comprehensive literature review, this paper discusses the methodologies and results of various studies conducted to understand the potential of renewable energy sources by secondary means. This research paper also presents an original analysis of renewable energy data to identify the most efficient and cost-effective renewable energy source. The results of this study indicate that renewable energy sources can be an effective and efficient replacement for traditional energy sources, but they face significant challenges in adoption and implementation. The study concludes with recommendations for future research and policy changes that can support the growth of renewable energy sources.

Pseudomonas aeruginosa is a common pathogen, and its presence in medical environments and water bodies has attracted widespread attention. Traditional detection methods are usually time-consuming and cumbersome, so it is necessary to develop a rapid and sensitive detection technology. DNase can specifically recognize and cut DNA molecules complementary to its substrate sequence. The researchers took advantage of this property to design various DNase-based sensors for detecting the presence of Pseudomonas aeruginosa. These sensors usually use DNase as a recognition element to identify target strains by hybridizing with specific DNA sequences. When the target strain is present, DNase is activated and begins to catalyze the cleavage reaction, producing a detectable signal. This DNase-based sensor has the advantages of rapidity, high sensitivity, and high specificity. In addition, the researchers also explored combining DNase with nanomaterials, fluorescent dyes, etc. to further improve the performance of the sensor. These improvements have improved the detection ability of the sensor in complex samples, laying the foundation for practical applications. With the continuous improvement of technology, these sensors are expected to be widely used in medical, environmental monitoring and other fields, and provide more efficient and convenient solutions for bacterial detection. This study reviewed the research progress of DNase-based sensors for the rapid detection of Pseudomonas aeruginosa.

Forest resources, as one of the most important natural resources, have high ecological value. The calculation of their ecological value is an important part of improving the accounting of natural resources assets. Based on the analysis of the basic situation of China's forest resources, this paper starts from the economic theory of forest resources, discusses the principle of forest resources in national economic operation, analyzes the output, value, price and other issues of forest resources, and probes into the necessity of studying forest resources. Then, based on the purpose of compiling the balance sheet of natural resources, the forest resources accounting theory was studied from the aspects of subject and object, scope, table design and so on. On the basis of relevant theoretical research, the main ecological functions of different types of forest resources are discussed. In practical calculation, the parameters of some accounting methods are adjusted to adapt to the local situation. Some methods of ecological value calculation such as soil conservation and water conservation are put forward, and some ideas for further improvement are put forward. Finally, taking Qiandao Lake as an example, the ecological value of its forest resources is calculated. Through calculation, the annual soil conservation value of Qiandao Lake forest resources was obtained. Combined with the research conclusion and practice progress, the future research prospect is put forward.

Access to electricity, a fundamental element of contemporary life, is essential for economic success. Its impact extends to the fundamental foundations of industrial development and has the power to improve a wide range of industries, including healthcare, transportation, utilities, and education. This article aims to analyse the effect of electricity access on primary education in Central Africa over the period 1997-2019. To this effect, we employ data mainly from the World Development indicator on 9 countries of Central Africa. Using the pooled ordinary least squares estimation technique, the results indicate that access to electricity contributes positively and significantly to primary educational attainment in Central Africa during the study period. The results are Robust to the use of alternative estimation strategy and eventual endogeneity problems in the results are account through the two stage least square estimation techniques which confirm our baseline results as well as the nature of the relationship between access to electricity and primary education in Central Africa. These results have important implications for policies in overcoming barriers to electricity access.

The digital economy based on digital technology is an important force for high-quality economic growth and industrial transformation, and has great potential for value creation. Based on the data of 30 provinces in China from 2007 to 2017, this paper uses entropy method to calculate the industrial green transformation (IGT), and empirically analyzes the impact of Digital economy on IGT. The DE can significantly reduce IGT of local and neighboring areas after excluding the influence of macro system factors and replacing the spatial weight matrix. The DE can indirectly reduce the IGT by accelerating the accumulation of human capital, and green technology innovation. The impact of digital economy on IGT is a non-linear relationship. With the further improvement of environmental regulation, financial development and intellectual property protection, the role of digital economy in IGT is more obvious. To this end, it is necessary to speed up the construction and improvement of digital infrastructure, build an integrated layout of "digital infrastructure", give full play to the radiating role of the digital economy, and implement differentiated development paths based on regional comparative advantages.

The purpose of this research is to investigate how globalization affects innovation in Vietnam’s small and medium sized enterprises (SMEs). Utilizing Probit model and the data from Vietnam’s SMEs Survey during the period 2005-2015, the research examines the micro and macro effects of globalization on the innovation of these businesses. The main results show that at macro level, globalization is negatively correlated with innovation. However, at micro level, increasing competition pressure and knowledge transfer due to globalization are positively correlated with innovation of Vietnam’s SMEs.

Less-Lethal Weapons, including electric Tasers, velocity-reduction bullet-capture projectiles, rubber bullets, beanbag rounds, and other less-lethal projectiles used in police departments, federal and local law enforcement agencies, and military policing operations, as well as for private use, are topics of significant debate in recent years. These weapons can reduce collateral damage, reputational risk, and legal exposure while preventing wrongful and unnecessary deaths caused by conventional bullet wounds. Yet, opponents have highlighted concerns regarding the safety and effectiveness of these weapons, as well as their potential to cause injury or even death. While the primary duty of law enforcement officials is to preserve order and execute the law while protecting individual rights, they ultimately achieve these goals by exercising their coercive authority. Society expects police officers to rely on their professional training and judgment when using physical force to defend citizens and themselves or to apprehend criminal suspects. Because police officers must occasionally participate in physical acts of coercion, it is unavoidable that some of these interactions may result in bodily injuries to individuals, including the officers themselves. These injuries have real costs, such as medical treatment, lost wages, municipal liability, court claims and settlements, riots, and legal or even criminal exposure, as well as less-tangible collateral costs, such as the erosion of police legitimacy and public trust, which are more difficult to quantify but arguably more influential in shaping long-term public perceptions than personal injuries alone. Less lethal technology eliminates some of the concerns raised by lethal weaponry. This study reviews the advantages and disadvantages of these less-lethal weapon technologies versus traditional firearms for use by the police force, federal agencies, and military police while also performing advanced analytics to model the valuation and return on investment for a law enforcement organization implementing such technologies.
