To make an assessment of ratemaking proposals, this article proposes that regulators should consider applying a logical decision-making process, such as multi-criteria decision analysis (MCDA), that selects or modifies those rate mechanisms that come closest to achieving the public interest, as defined by regulators. MCDA seems like an fitting tool to improve regulatory decisions by making more explicit the relationship between different rate mechanisms and the public interest. This article provides a simplified version of MCDA to demonstrate how regulators can apply this tool to evaluate new rate mechanisms in terms of the public interest. As far as the author knows, the MCDA methodology applied to utility ratemaking has not appeared in the literature. While regulators may not want to or lack the resources to execute all the steps presented in this article, MCDA can provide direction to regulators in evaluating different rate mechanisms and ultimately reaching decisions that are more rational and aligned with the public interest. After all, evaluating rate mechanisms is one of the major functions of utility regulators. Doing it wrongly can have a consequential effect on society’s welfare.

The aim of this study is to solve the problem of labor allocation in cases where the company has fewer employees than the number of existing jobs based on the evaluation of work quality according to multiple objectives. Optimizing labor allocation not only benefits the company by maximizing the use of human resources, but also saves employees' energy. In addition, employees are assigned to tasks that match their skills and qualifications, maximizing their productivity. The research results show that the multi-objective decision-making algorithm based on the Hungarian algorithm is a suitable method to help leaders of companies solve the aforementioned problem text.

To investigate successful technology transfer, the potential path of innovations from the university research bench to the knowledge recipient is modelled. Universities exist in highly regulated environments and the initial path of decision-making is a hierarchical model and where decisions flow upward from manager to manager until a small number of candidate innovations for commercialization remain. These are then routed for further processing to the link connecting to the knowledge recipient, the Technology Transfer Office (TTO). In the TTO, a hierarchical decision-making model can be acceptable in terms of outcomes, but ambidextrous co-operative team structures are much superior in cases where staff have good insight and decision-making abilities. This report represents the first Structured Equation Model investigation of the management architecture of a TTO.

The UK fully legalised open market share repurchases in 1981, and to our knowledge no study has investigated the business cycle’s influence on repurchase decision-making. We address this aspect and investigate the period 1985-2014. This is relevant as the business cycle factors impact the firm-specific variables such as cash flow, profitability, dividends and capital structure, and these factors traditionally influence repurchase decisions. This forms the paper’s theoretical intuition, and the empirical objectives test the business cycle’s influence on the decision to undertake a repurchase, and also its influence on repurchases values. The results find that the business cycle influences both the decision of undertaking repurchases and repurchases’ values, and this influence has aggregately remained positively associated with economic prosperity. Thus, the frequency of repurchase announcements by British firms is more probable during prosperous economic circumstances. The results also reveal that the repurchase-business cycle relationship witnessed a structural break in 1996:Q2, and the real difference following this break is the increase in the business cycle’s influence on the decision regarding repurchase values. The paper thus contributes to existing literature by directly testing the UK’s repurchase-business cycle relationship, and providing detailed empirical evidences that business cycle conditions strongly impact the repurchase decision-making.

This study aims to examine the effects of student loan debt on the decisions of U.S. married households to invest in stocks located in non-retirement accounts. Using longitudinal datasets from the 2011 to 2017 U.S. Panel Study of Income Dynamics and a fixed effects logit model, the results show mixed findings. The presence of student debt decreases the probability that married households will own stocks, but the amount of student debt does not show a statistically significant effect. The findings suggest that the incidence of student debt raises the perception of liquidity constraints and debt burden among married households.

The precise prediction of carbon emissions trading prices is the foundation for the stable and sustainable development of the carbon financial market. In recent years, influenced by a combination of factors such as the pandemic, trading regulations, and policies, carbon prices have exhibited strong random volatility and clear non-stationary characteristics. Traditional single-perspective prediction methods based on conventional statistical models are increasingly inadequate due to the homogenization of features and are struggling to adapt to China's regional carbon emissions trading market. Therefore, this paper proposes a multi-perspective fusion-based prediction method tailored to the Chinese market. It leverages carbon emissions trading information from key cities as relevant features to predict the price changes in individual cities. Inspired by the development of artificial intelligence, this paper implements various time series models based on deep neural networks. The effectiveness of the multi-perspective approach is validated through multiple metrics. It provides scientific decision-making tools for domestic carbon emissions trading investors, making a significant contribution to strengthening carbon market risk management and promoting the establishment and rational development of a unified carbon market in China.

The aim of this article is to model a negotiation between shareholders in high-technology-risk industries and local residents on the safety investments to be implemented. The methodology used is a Nash bargaining model, with a DE curve representing shareholders' dividend demands and an NS curve representing the safety demands of local residents' associations. The model is used to determine the level of safety investment required. One of the main results is that the estimation of a higher accident risk is accompanied by both a higher safety investment and a higher dividend payout. The most obvious implication of this result is that it is undoubtedly necessary to give greater weight to local residents in investment decision-making, in order to improve the well-being of all stakeholders.

The Public Welfare Foundation of a listed company is a non-profit organization with independent legal personality. It is established and funded by a listed company. The purpose of establishing a foundation for a listed company is generally to carry out charitable activities and make important contributions to charitable causes. However, due to the special power separation model, the autonomy of the foundation is poor, and there may be serious agency conflicts, ultimately leading to listed companies becoming beneficiaries of the foundation's charitable activities. We have found from the perspectives of commercial credit, sales, and cooperative relationships that social responsibility initiating organizations (listed companies) can obtain potential benefits from social responsibility fulfilling organizations (listed company public welfare foundations) in supply chain commercial relationships, that is, listed companies that establish public welfare foundations have good supply chain commercial relationships. When a listed company and a public welfare foundation have a close relationship in terms of fund donation, decision-making, business, and naming, the public welfare foundation has a strategic preference in selecting project names, project service areas, project beneficiaries, and project service areas. It prioritizes the interests of the listed company, enabling the listed company to obtain better supply chain business relationships.

When human civilization is thriving to the rapid economic and social development, the deteriorating ecological environment has also pressured the society to put environmental protection issues on the agenda future development. Therefore, green innovation is not merely a requirement for a corporate’s long-term development but the basics of sustainable development of human society. As an objective indicator to measure a company's commitment to social responsibility, corporate environmental responsibility has an extremely important impact on a corporate's business philosophy and innovation strategy. However, the existing literature rarely studies between these two variables. This paper collects the data of listed companies from 2010 to 2019 and empirically tests the impact of corporate environmental responsibility on corporate green innovation. The study finds that corporate environmental responsibility can promote green innovation by reducing financing constraints, improving corporate governance and increasing government subsidies and R&D investment, and the result is still significant under a series of robustness checks. The placebo test suggests that the Jiangsu enterprise responsibility construction pilot has facilitated the development of enterprises' green innovation to a great extent. The conclusions enrich existing literature on corporate environmental responsibility and corporate green innovation, providing implications for government policy orientation, social atmosphere guidance and corporate strategic decision-making process.

The enactment of policies that bolster new research and development (R&D) institutions stands as a pivotal strategy to catalyze urban innovation and development. Adopting a strategic lens of innovation chain management and employing the Differences-in-Differences (DID) method to scrutinize panel data from 43 Chinese cities spanning 2008 to 2019, this study probes the efficacy and underlying mechanisms of policies designed to support nascent R&D institutions in facilitating urban innovation. Empirical findings reveal that policies in support of new R&D institutions have markedly enhanced the three integral stages of the urban innovation chain: research and development, transfer, and application. Furthermore, the innovation ambiance within cities and the innovative activities of enterprises emerge as significant mediators between support policies and the output of urban innovation across these stages. A regional heterogeneity analysis unveils that the impact of support policies on the output of urban innovation diverges across regions, with a notably more pronounced effect observed in the eastern region compared to central and western regions. An objective appraisal of the policy's impact on urban innovation not only aids in delving into the profound implementation effects of policy instruments but also furnishes policy-makers with decision-making references for optimizing the utilization of support policies for new R&D institutions to advance the edification of the national innovation system.

In China, the land arrangement behavior of over 160 million rural-urban migrant workers is closely related to the optimal allocation of rural land resources and sustainable development of urban and rural areas. Although previous studies show that social capital affects migrant workers’ land arrangement behavior, few empirical studies reveal the relationship between them, and the corresponding interventions remain unclear. Using survey data collected in Henan Province, China, and a multinomial logit model, this study empirically analyzes the mechanism behind the impact of social capital on migrant workers’ land arrangement behavior from the perspective of social capital. Results illustrate that social capital has a significant impact on the land arrangement behavior of migrant workers. The behavior is significantly correlated with the scale of migrant workers’ urban social networks, the degree of urban social trust, and urban belonging. More social capital in urban areas indicates a higher tendency for migrant workers to abandon their land contracting rights and become permanent urban residents. This study reveals the mechanism of social capital affecting migrant workers’ land arrangement behavior and provides a reference for decision-making with respect to guiding migrant workers’ land management behavior for other countries facing similar social problems.

The use of All-Terrain Vehicles (ATVs) has gained considerable attention within the recreation industry. The incorporation of ATVs into tourism and recreational activities has demonstrated substantial economic potential for local economies. However, there is a lack of comprehensive knowledge regarding the economic impact of ATV recreation. This paper conducts an extensive review of existing literature from 2004 to 2022, evaluating the economic impact of ATVs on local economies in the United States. The review aims to identify commonalities and disparities among existing economic impact studies and assess whether these studies have included costs associated with ATV-induced environmental, societal, and public health damages in their economic assessments. To this end, there is a scarcity of scientific peer reviewed journal articles that exclusively focus on the economic impact of ATVs. As such, we reviewed a total of seven publications comprising reports. The results of our analysis shed light on similarities and differences in aspects of resident and non-resident ATV spending, type of ATV expenditures, and the approaches used to evaluate economic impact assessment. The findings indicate that existing studies have assessed the economic impact of ATVs solely based on gross expenditures, lacking comprehensive inclusion of the costs associated with ATV damages to the environment, society, and human health. This study advocates for the need for a more comprehensive consideration of both benefits and costs in the economic impact of ATVs to assist ATV business managers, policymakers, and researchers in making informed decisions and planning future programs.

It delves into the application of these methods in discerning development trends, predicting economic shifts, and identifying strategic economic drivers unique to various regions. Subsequently, the potential of AI to transform regional economic analysis is discussed, encompassing its capability to process large and complex datasets, its power to predict future trends based on past and present data, and its ability to aid in strategic decision-making. However, this new era of AI-driven economic analysis is not without challenges. The latter part of this article thus confronts the issues related to data privacy, ethical use of AI, and the necessity of interdisciplinary skills in AI and economics. This exploration contributes to a broader understanding of how AI is transforming the landscape of regional economic development analysis, illuminating both its present use and future implications. By understanding these dynamics, we can better harness the potential of AI to advance economic prosperity in various regions around the globe.

The construction and optimization of a portfolio is a complex process that has been a historically active research area in finance. For portfolios with highly correlated assets, the performance of traditional risk-based asset allocations methods such as the mean-variance (MV) model is limited when numerous assets are correlated. A novel clustering-based asset allocation method, called Hierarchical Risk Parity (HRP), provides an opportunity to mitigate these limitations in portfolio construction. HRP utilizes the hierarchical relationships between the covariance of assets in a portfolio to determine weight distributions, eliminating the need for the inversion of the covariance matrix that is required by most traditional risk-based asset allocation methods. This research examines the viability of Hierarchical Risk Parity (HRP) method in portfolio construction of a US equity portfolio and compares the performances of HRP to traditional asset allocation methods exemplified by the mean-variance (MV) method. The results of this research show that the performance of the HRP method is comparable to the performance of the MV method. Given these findings, HRP provides an advantageous approach for portfolio construction in practical scenarios where correlated assets are present in the portfolios.

Often referred to as ’smart economics,’ this field employs technology to formulate, address complex economic dilemmas, and perceive economic activity in unconventional ways. Yet, the application of AI and machine learning in economics introduces new hurdles around data privacy, algorithmic bias, and the transparency of model outcomes. The impact of the digital revolution on economic analysis is significant, as the advent of computational economics and the surge of big data are transforming research techniques and policy implications. Concurrently, the advent of the circular economy indicates a radical shift in our perspective on economic sustainability, carrying considerable implications for environmental policy and business tactics.  In the future, it’s anticipated that these trends will further modify the realm of economic analysis, with AI and machine learning integration, emphasis on sustainability and fairness, and the influence of big data becoming more pronounced. As these changes take place, it’s imperative for researchers, policymakers, and practitioners to remain adaptable and flexible, prepared to capitalize on the opportunities and tackle the challenges these trends present.

The purpose of this paper is to examine and elucidate the effect of the announcement of winning a US federal contract by pharmaceutical companies, traded on the NASDAQ stock exchange on the share prices. The analysis is based on a sample of 327 event days from 12 pharmaceutical companies listed on the NASDAQ market for a given period (2010 – 2021). The sample is analysed by using the event study methodology and Capital Asset Pricing Model (CAPM) in order to examine the abnormal returns and cumulative abnormal returns during an event window of 10 days before the event and 10 days after the event. While prior researchers have identified significant positive abnormal returns following different types of contract announcements, this study aims to contribute to the existing literature by exploring the specific impact of the public contract in the pharmaceutical market on market shares. By investigating this unique aspect, the research fills a gap in previous studies and enhances our understanding of the relationship between public contract announcements and market performance. The data collection utilises secondary data from the official open data source of US federal spending information and daily stock prices. The collected data is analysed quantitatively using event study methodology, allowing for statistical examination of abnormal returns, such as ANOVA analysis, t-statistic, beta index, time series analysis and linear regression. The research findings indicate a significant impact of public contract-winning announcements on cumulative abnormal returns, suggesting a positive reaction from the market. However, average abnormal returns within the event window were positive but not statistically significant. These results imply that winning a government contract has a limited impact on the stock market. The implications of this research highlight the importance of public contract announcements in the pharmaceutical industry and their influence on share prices. The findings provide valuable insights for investors and stakeholders, aiding decision-making processes related to investment opportunities and market performance.

The workforce participation rate, and hence the level of employment, for women in Pakistan is among the lowest in South Asia – standing at 25 percent in 2023. Conventional explanations attribute this to poor skills and cultural norms of families and society at large. Empirical work has established that low levels of education, and community attitudes regarding gender roles, hinder women's labor force participation. Ethnographic work suggests that household rules – family culture – on who makes decisions about opportunities for married women to work outside of the home for pay – profoundly impact female employment. This is due to the limited availability of data pertaining to explicit assessments of familial traditions that are pertinent to women's participation in the workforce beyond their domestic sphere. Drawing on data from the Pakistan Social and Living Standards Measurement Survey (PSLM): 2005-2006 – which provides information, from married women, on who in the family decides if they can work – we address this shortcoming in the literature. We find that in families where the decision lies clearly, and exclusively, in the hands of males, married women are 18-19 percent less likely to be employed than if the family culture is for married women – alone – to make this decision. Moreover, this is a much larger deterrent to work than poor education and residential location.

Since 2011, the conflict in Syria left the country with a devastating energy sector and fragile economy. The residents struggle daily to live with only two hours a day of electricity. The crisis encouraged some Syrians to assemble photovoltaic (PV) panels to generate energy. Unfortunately, the geopolitical risks, the inflation, and displacement are making the situation worse. The geopolitical risks are complex and multifaceted due to the ongoing war and the involvement of various regional and international actors. In this letter, we focus on the situation in war-torn Syria, its economy, and the opportunities for renewable energy development in the country. We also give some recommendations for academics and policy makers.

Major economic and financial contractions usually go hand-in-hand with muted inflation. This has been true for the Great Depression, the Global Financial Crisis, as well as the Covid-19 crisis. In this paper, we theoretically highlight and discuss the evolution of instruments and approaches monetary-policy decision makers at the Federal Reserve have in lifting inflation to desired levels in times of the zero-lower bound, paying particular focus on more rigorous developments like asymmetric average inflation and temporary price-level targeting.
