To make an assessment of ratemaking proposals, this article proposes that regulators should consider applying a logical decision-making process, such as multi-criteria decision analysis (MCDA), that selects or modifies those rate mechanisms that come closest to achieving the public interest, as defined by regulators. MCDA seems like an fitting tool to improve regulatory decisions by making more explicit the relationship between different rate mechanisms and the public interest. This article provides a simplified version of MCDA to demonstrate how regulators can apply this tool to evaluate new rate mechanisms in terms of the public interest. As far as the author knows, the MCDA methodology applied to utility ratemaking has not appeared in the literature. While regulators may not want to or lack the resources to execute all the steps presented in this article, MCDA can provide direction to regulators in evaluating different rate mechanisms and ultimately reaching decisions that are more rational and aligned with the public interest. After all, evaluating rate mechanisms is one of the major functions of utility regulators. Doing it wrongly can have a consequential effect on society’s welfare.

As an important part of Traditional Chinese Medicine (TCM) inspection, face diagnosis is significant in judging the rise and fall of viscera and essence and diagnosing and treating diseases. Cancer is a serious disease that endangers human life and health. Face diagnosis can play a great role in diagnosing and treating tumors, but this approach has not achieved the expected effects due to the lack of research. Herein, we summarized the research regarding facial expression, color, shape, and state, demonstrating that facial diagnosis is significant in diagnosing and treating tumors. We also propose that facial diagnosis must be combined with computer technology to realize the objectification of facial diagnosis as soon as possible to play a greater role in diagnosing and treating tumors.

The construction and optimization of a portfolio is a complex process that has been a historically active research area in finance. For portfolios with highly correlated assets, the performance of traditional risk-based asset allocations methods such as the mean-variance (MV) model is limited when numerous assets are correlated. A novel clustering-based asset allocation method, called Hierarchical Risk Parity (HRP), provides an opportunity to mitigate these limitations in portfolio construction. HRP utilizes the hierarchical relationships between the covariance of assets in a portfolio to determine weight distributions, eliminating the need for the inversion of the covariance matrix that is required by most traditional risk-based asset allocation methods. This research examines the viability of Hierarchical Risk Parity (HRP) method in portfolio construction of a US equity portfolio and compares the performances of HRP to traditional asset allocation methods exemplified by the mean-variance (MV) method. The results of this research show that the performance of the HRP method is comparable to the performance of the MV method. Given these findings, HRP provides an advantageous approach for portfolio construction in practical scenarios where correlated assets are present in the portfolios.

We extend the Shariah-compliant digital assets and Islamic Fintech literature through exploring the time-frequency associations between the volatility index (VIX) and cryptocurrencies (both Islamic and traditional). Employing wavelet-based technique, we find that Islamic cryptocurrencies demonstrate low or no coherency with stock market volatility compared to traditional cryptocurrencies (except Tether) during the whole time and frequency bands, highlighting the hedging capabilities of Islamic cryptocurrencies. Tether also serves the same against VIX, as there is a low or favorable link between these variables. Finally, our findings would be prolific to digital currency traders and investors in designing the portfolio strategies.

This article discusses the pressing need to integrate artificial intelligence (AI) into education to facilitate customizable, individualized, and on-demand learning pathways. At the same time, while AI has the potential to expand the learner base and improve learning outcomes, the development of NACE Competencies and durable skills – communication, critical thinking, creativity, leadership, adaptability, and emotional intelligence - must be purposefully integrated in curriculum design now more than ever. Recent studies have shown that AI-driven learning pathways can achieve outcomes more quickly, but this comes at the cost of the development of durable skills. Therefore, traditional student-to-student and student-to-teacher interactions must be prioritized. As such, this study proposes a balanced approach to curriculum design to ensure the best outcomes for learners, where durable skill development is prioritized alongside subject-specific skills and rote memorization. Additionally, the article highlights the need for a combination of Just in Time Training (JITT) approaches, facilitated by AI technology, to reach the implementation of durable skills. The article concludes by questioning how to develop human skills in an increasingly AI-driven education system and emphasizes the importance of curriculum design and traditional learning approaches in creating a cohesive learning experience that develops durable skills in students. It is necessary to recognize that AI-driven education cannot replace the development of human skills, and that traditional interactions play a crucial role in developing these skills.

The performance evaluation system is improved, and the representative enterprises of Alibaba, JD and Pinduoduo in the digital economy industry are selected for performance evaluation and analysis, and the user value performance evaluation model of the digital economy industry is integrated, innovated and standardized, in order to provide reference and reference for the follow-up research and practice of performance evaluation in the digital economy industry.

Renewable energy has become a crucial topic in recent years as the world is moving towards environment friendly and sustainable energy sources. The aim of this research paper is to analyze the effectiveness and efficiency of renewable energy resources such as geothermal, hydro, solar and wind energy in comparison to typical and traditional energy resources such as oil and coal. This paper focuses on the current state of renewable energy adoption, the benefits and drawbacks of all types of renewable energy resources, and the challenges faced in implementing renewable energy on a large scale. Through a comprehensive literature review, this paper discusses the methodologies and results of various studies conducted to understand the potential of renewable energy sources by secondary means. This research paper also presents an original analysis of renewable energy data to identify the most efficient and cost-effective renewable energy source. The results of this study indicate that renewable energy sources can be an effective and efficient replacement for traditional energy sources, but they face significant challenges in adoption and implementation. The study concludes with recommendations for future research and policy changes that can support the growth of renewable energy sources.

In order to avoid the real economy development lags behind and the deterioration of ecological problems in the process of traditional urbanization, China has been promoting city-industry deep integration, but the connection between city-industry integration and green economic growth, especially the spatial effect, has not been systematically explained. Based on the panel data from 2007 to 2018, this paper constructs an evaluation index system and uses the SEEA method to measure city-industry integration (CII) level and green economy growth (GEG) level. Then, by employing spatial Durbin model and intermediary effect model, it further systematically investigates the spatial impact of CII on GEG and the potential mechanism. The study found that: (1) On the whole, CII shows “slow-steady integration” trend, but regional heterogeneity was obvious and accompanied by “slow gap expansion”. GEG experienced “sharp increase” with “polarization” characteristic. (2) CII can directly promote regional GEG (with a marginal effect of 0.689), more effectively than traditional urbanization, and CII has obvious spatial spillover effects on GEG in both “local effect” and “neighboring effect”. (3) Interestingly, technological innovation and consumption structure upgrading are significant mediating mechanisms. (4) The direct positive effect of CII shows the regional imbalance characteristic. Finally, the corresponding policy implications are put forward.

We propose that a synthesis of behavioral economics, in particular prospect theory, and the study of psychopathy may help researchers better understand why some business leaders engage in high-risk criminal activity. We propose that psychopathy is associated with an abnormal response to negative consequences. Where traditional Prospect Theory proposes that people are loss avoidant, we propose that people high on the trait of psychopathy may be more motivated by gains and will be risk seeking in high reward/high risk situations for which most people will avoid risk. We propose two empirical study designs that may be used to test the framework in the future.

To circumvent these limitations, scientists have created biomimetic nanoparticles that extend circulation time, decrease clearance rates, and optimize drug delivery. The integration of cell membranes onto nanoparticle surfaces yields Cell Membrane-coated Nanoparticles (CMNPs) that exhibit behavior akin to actual cells while offering superior structural robustness and stability. A variety of cell membranes, including those of red blood cells, white blood cells, and cancer cells, lend unique properties and targeting capabilities to CMNPs. This review outlines the diagnostic and therapeutic roles of CMNP-based drug delivery systems in oncology and contemplates their possible clinical impact.

Because of the complexity of indirect financial intermediary services (FISIM) accounting, the traditional price index deflation method can no longer meet its accounting needs. The manual of price and volume measurement suggests that the stock deflation method and output index method should be used to calculate the volume of FISIM. Comparing the two accounting frameworks, it can be found that the key to the implementation of the stock deflation method is to set a scientific and reasonable deflation index from two aspects of service price and the service quantity, while the key of the output index method is the selection of the output index and the determination of weight. This paper compares the application cases of stock deflation method and output index method in practice, summarizes the similarities, differences, advantages and disadvantages of each case in index construction, index selection and weight determination, and further provides a reference for China FISIM volume accounting.

Cancer, a pervasive threat to human health, presents formidable challenges to traditional treatment approaches. Tumor immunotherapy has emerged as a promising strategy for combating malignancies by bolstering the body's immune response to thwart tumor metastasis and recurrence. Nonetheless, the intricacies of tumors, patient heterogeneity, and the presence of tumor-immunosuppressive microenvironments have limited the overall efficacy of immunotherapy, achieving only approximately a 20% success rate. In recent years, nanomaterials have garnered increasing attention in the realm of tumor immunotherapy due to their inherent advantages, such as excellent biocompatibility, precise targeting, and controlled drug release. Nanomaterials empower immunostimulatory molecules and therapeutic agents with the ability to specifically target tumors, amplify drug accumulation at tumor sites, facilitate local immune modulation, alleviate immunosuppressive microenvironments, and thereby enhance the effectiveness of tumor immunotherapy. This review provides an overview of the current state of immunotherapy and offers insights into the ongoing research progress surrounding various nanomaterials aimed at augmenting the efficacy of immunotherapy.

In developing countries, the dependence on traditional biomass for domestic energy consumption is one of the major causes of deforestation and environmental poverty. This paper investigates the impact of women’s education on the probability of using Unsustainable Biomass Cooking Technologies (UBCT) as the household main fuel of cooking instead of clean energy. Combining data from four rounds of Nigeria DHS conducted between 2003 and 2018, we take advantage of a natural experiment, the implementation of Uni-versal Primary Education policies in 1970, to obtain an exogenous variation in women’s education levels. Using an instrumental variable approach to control for the endogeneity issues, we find that women with higher levels of education are less likely to use UBCT as their primary source of cooking. This result implies that environmental policies in developing countries should rely not only on income transfers policies as suggested in the literature but also on increasing women's human capital to reduce women’s dependence on unsustainable biomass cooking practices.

The precise prediction of carbon emissions trading prices is the foundation for the stable and sustainable development of the carbon financial market. In recent years, influenced by a combination of factors such as the pandemic, trading regulations, and policies, carbon prices have exhibited strong random volatility and clear non-stationary characteristics. Traditional single-perspective prediction methods based on conventional statistical models are increasingly inadequate due to the homogenization of features and are struggling to adapt to China's regional carbon emissions trading market. Therefore, this paper proposes a multi-perspective fusion-based prediction method tailored to the Chinese market. It leverages carbon emissions trading information from key cities as relevant features to predict the price changes in individual cities. Inspired by the development of artificial intelligence, this paper implements various time series models based on deep neural networks. The effectiveness of the multi-perspective approach is validated through multiple metrics. It provides scientific decision-making tools for domestic carbon emissions trading investors, making a significant contribution to strengthening carbon market risk management and promoting the establishment and rational development of a unified carbon market in China.

Pseudomonas aeruginosa is a common pathogen, and its presence in medical environments and water bodies has attracted widespread attention. Traditional detection methods are usually time-consuming and cumbersome, so it is necessary to develop a rapid and sensitive detection technology. DNase can specifically recognize and cut DNA molecules complementary to its substrate sequence. The researchers took advantage of this property to design various DNase-based sensors for detecting the presence of Pseudomonas aeruginosa. These sensors usually use DNase as a recognition element to identify target strains by hybridizing with specific DNA sequences. When the target strain is present, DNase is activated and begins to catalyze the cleavage reaction, producing a detectable signal. This DNase-based sensor has the advantages of rapidity, high sensitivity, and high specificity. In addition, the researchers also explored combining DNase with nanomaterials, fluorescent dyes, etc. to further improve the performance of the sensor. These improvements have improved the detection ability of the sensor in complex samples, laying the foundation for practical applications. With the continuous improvement of technology, these sensors are expected to be widely used in medical, environmental monitoring and other fields, and provide more efficient and convenient solutions for bacterial detection. This study reviewed the research progress of DNase-based sensors for the rapid detection of Pseudomonas aeruginosa.

Human factor inputs are key to promoting agricultural modernisation. Traditional economic theory suggests that improving human capital is the key to boosting agricultural productivity, but can this conclusion hold in China's dualistic economic structure? We use Chinese provincial panel data from 2000-2017 to examine the impact of rural human capital inputs on agricultural total factor productivity. We find that, on the whole, rural human capital inputs have a negative effect on agricultural total factor productivity, and that there is a "rural human capital trap". Mechanism analysis reveals that rural human capital inputs, on the one hand, cause labour loss and reduce the quality of agricultural workers, while on the other hand, they may promote the application of mechanization, which has both positive and negative effects on agricultural total factor productivity. Heterogeneity analysis finds that this negative effect is more pronounced in the central region of China because of the serious loss of rural labour. This study provides new policy insights for further improving the structure of rural education inputs and promoting human capital accumulation in agriculture.

It investigates how VR is revolutionizing the shopping experience by offering immersive, personalized, and interactive platforms, thereby influencing con-sumer decision-making processes. The paper further examines the implications of these changes for businesses, particularly in terms of strategy, operations, and customer engagement. Moreover, the paper discusses the challenges and opportunities presented by the metaverse economy, including issues related to privacy, security, digital divide, and regulatory frameworks. It also highlights the potential of v-commerce to drive economic growth, innovation, and sustainability in the digital age. The paper concludes with a discussion on the future directions of v-commerce and the potential strategies for businesses to thrive in this new economic landscape.

Influenced by traditional notions of solidarity, when a province’s planning can be highly aligned with that of the central government, the province is perceived to be more collective and thus able to receive financial or resource favors from the central government. This consistency, as is often the case, reflected in doing the same thing as the central government. This situation may lead governors to ignore local economic performance and thus reduce regional innovation efficiency, as in the case of China’s Great Leap Forward. Likewise, it is possible to get better resources (energy or capital) by demonstrating managerial submissiveness, thus improving the regional innovation efficiency. Therefore, to verify the relationship between imitative governance and regional innovation efficiency, we collected relevant data from 31 major provincial administrative units in China, calculated the degree of imitative governance between provincial government work reports and central government work reports through text similarity, as well as utilized the SBM-DEA model to evaluate regional innovation efficiency. Meanwhile, we provide a new explanation of the phenomenon from the perspective of resource inclination. Finally, the empirical results show that imitative governance promotes local innovation efficiency and is moderated by resource inclination.

Traditionally, conditions of sustainability of the public debt have long been related quite exclusively to fiscal policy and to budgetary parameters. However, the interaction between fiscal and monetary policies regarding the fixation of the interest rate is fundamental. Indeed, a simple analytical modelling shows that if the nominal interest rate increases exponentially with the public debt, because of a default (credit) risk premium, if the confidence of investors is fundamental, conditions of sustainability of the public debt could be much more difficult to comply with. Indeed, if the interest rate is risk-free, values for which the public debt can be sustainable are less constraining if the long-term GDP growth rate is high, or if the long-term risk-free nominal interest rate is small. They are also less constraining if the country decides to turn to a non-negligible primary budget surplus in case of a high public debt. However, if the interest rate exponentially increases with the public debt level, in case of a significant importance of the default (credit) risk premium, these parameters have very limited consequences on sustainable and equilibrium public debt levels. The sustainable public debt that a government should target is then much smaller than in absence of this risk premium.
