Even though policy coordination is one of the oldest challenges that governments have to confront, as problems evolve and "New Public Management" concepts emerge, it has become even more essential. The current literature on policy coordination among government agencies, however, shows little regarding the way coordination is managed under centralized political systems. This study, based on the science and technology (S&T) policy documents issued by China's central government agencies between 1978 and 2020, provides a quantitative and dynamic analysis of the coordination of policies in China and presents a comprehensive overview of policy coordination paths and processes in centralized political systems. As a result, it provides a way that contributes to the analytical methods available for quantitatively analyzing policy documents. On the other hand, the key findings of the study show that, first, state council-administered ministries have taken the lead in coordinating policy while other types of organizations have collaborated in more subordinate capacities. Second, national themes that are democratic and driven by demand have been the core concern of coordination activities, such as social development, high-tech industrialization, and rural S&T. Third, policy coordination has evolved continuously and has mostly contributed to interpreting macrostrategies and implementing more specific implementation measures.

We assess the impact of the Strategic Economic Plan on Singapore’s long-term GDP per capita. To our knowledge, we are the first to evaluate the effect of the 1991 plan on Singapore’s successful growth trajectory using methodologies aimed at causal identification. In other words, this article applies the Synthetic Control method and World Bank data from 1970 to 2018. We estimate an average increase of 6,641.71 US$ in Singapore’s GDP per capita. Results remain robust to placebo and leave-one-out tests and the Synthetic Difference-in-Differences method.

Metadherin (MTDH), also known as LYRIC or AEG-1, is an oncogene that enhances tumor progression, metastasis, drug resistance, and immune escape in various cancers by modulating multiple oncogenic pathways, including NF-κB, PI3K/AKT, Wnt/β-catenin, MAPK, and AMPK. Due to the unknown of the complete structure of MTDH, the deep mechanisms of MTDH and selective inhibitors targeting MTDH remain to be explored. The Protein-Protein interaction (PPI) with the Staphylococcal nuclease domain containing 1 (SND1) is a crucial mechanism underlying the function of MTDH. Current studies have demonstrated that inhibitors, including antisense oligonucleotides, peptides, and small molecules targeting MTDH or MTDH-SND1 interactions, provide novel strategies to inhibit the oncogenetic effects of MTDH. This review summarizes and discusses the structure, function, and regulation of MTDH in cancers, providing the potential therapeutic perspectives of MTDH or MTDH-SND1 PPI for drug discovery.

The latent transforming growth factor-beta (TGF-β) binding protein 1 (LTBP1) has been implicated in various cellular processes, but its role in triple-negative breast cancer (TNBC) remains unclear. In this study, we investigated the impact of LTBP1 on TNBC progression and its underlying mechanisms. Analysis of online datasets revealed elevated LTBP1 mRNA expression in breast cancer tissues compared to normal adjacent tissues. Kaplan-Meier Plotter analysis indicated that high LTBP1 expression was negatively correlated with relapse-free survival (RFS), distant-metastasis free survival (DMFS), and overall survival (OS) of breast cancer patients. Additionally, LTBP1 mRNA levels were associated with chemotherapy resistance. Functional assays in TNBC cells demonstrated that LTBP1 knockdown suppressed cell proliferation, induced apoptosis, and attenuated migration and invasion. In vivo studies confirmed that LTBP1 knockdown inhibited tumor growth in a xenograft mouse model. Mechanistically, LTBP1 positively correlated with genes involved in signaling regulation and organelle organization, with significant associations to GTPase binding and the RhoA/ROCK pathway. LTBP1 knockdown reduced RhoA activity and phosphorylation of Myosin Light Chain 2 (MLC2), suggesting inhibition of the RhoA/ROCK signaling pathway. Moreover, activation of the RhoA/ROCK pathway partially rescued the effects of LTBP1 knockdown on TNBC cell proliferation, apoptosis, migration, and invasion. In conclusion, our findings suggest that LTBP1 promotes TNBC progression through activation of the RhoA/ROCK signaling pathway, highlighting its potential as a therapeutic target for TNBC.

The dynamic patterns of technology adoption among firms clustered by size are investigated to assess the implications arising from the digital divide. Using data from the “Survey on the Use of Information and Communication Technologies in Enterprises (IUTICE)" dataset for 2003-2022, provided by the Portuguese Institute of Statistics, the research centers on three key variables – internet connectivity, website presence, and computer usage – which are examined across a spectrum of firms’ scales, shedding light on the evolving trends in technology adoption. Employing a combination of descriptive statistical analysis, trend assessment, and cross-sectional comparisons, this research shows noteworthy insights. Interestingly, the adoption rates for all three technology variables exhibit a consistent upward trajectory, indicative of a movement towards digitalization within the business landscape. Smaller firms have demonstrated notable strides, manifesting a reduction in the technology adoption disparity relative to their larger counterparts. The findings underscore the influential roles played by resource constraints and digital competencies in shaping technology adoption trajectories, and their correspondence with the Resource-Based View (RBV) framework underscores the role of organizational resources and capabilities on the digital divide. The ramifications extend beyond individual firms, resonating with the global scholarly discourse and advocating for equitable integration of technology. As firms, irrespective of size, grapple with the challenges posed by the digital era, this study provides deep insights that can guide the formulation of strategies aimed at cultivating an inclusive and technologically empowered business environment.

This paper aims to investigate the impact of political promotion on the productivity of manufacturing firms using the database of Chinese industrial enterprises from 1998 to 2007. We found that the political promotion of officials had a negative impact on manufacturing firm productivity, and this impact varied according to the characteristics of officials and enterprises. In addition, there was an age "ceiling effect" among Chinese municipal officials. Further research showed that the regional level of rule of law mitigated the negative effect of political promotion on the productivity of manufacturing firms. Finally, this paper makes policy recommendations for improving the promotion mechanism of officials, enhancing regional legalization, and transforming government functions.

The paper addresses the alternative policy options available to address the question of lives versus livelihood in an SIRD model augmented with a macroeconomic structure. An important contribution of the paper lies in designing the policy of lockdown dependent on the extent of the constraint on the health facilities. The paper supplements the literature with a less stringent version of the lockdown policy, viz. soft lockdown policy which is shown to be more attractive from a public policy standpoint and has actually been practised in many countries across the globe during the recent pandemic. Finally, the optimal policy derived on the basis of the level of lockdown and adjustment of the binding constraint on health facilities depends on the objective of policy makers contingent on the relative weights of lives versus livelihood.

Carbon emissions trading is an important part of emission reduction policy tools, and manufacturing is the foundation of a strong country. This paper explores the impact of carbon emissions trading pilot on the high-quality development of manufacturing industry by using the double difference method. It is found that carbon emissions trading can significantly promote the high-quality development of manufacturing industry, in which the government's will of ecological environment governance, technological progress and industrial structure rationalization have significant intermediary effects. Heterogeneity analysis reveals that the impact of carbon emissions trading on the high-quality development of the manufacturing industry is most significant in the western region. Accordingly, the study proposes suggestions on how to further improve China's carbon emissions trading market and realize the high-quality development of the manufacturing industry.

Transition metal sulfides/transition metal phosphides (TMS/TMP) has shown great potential in cancer diagnosis and treatment due to its unique structural, optical, acoustic and magnetic properties. TMS/TMP can be formed from sulfur/phosphorus source and metal into binary compounds, or from the interaction of hydrogen sulfide (or hydrogen sulfuric acid) with metal oxides or hydroxides. It has a series of unique properties, such as high conductivity, metalloid properties, a variety of valence states and adjustable structure and so on. These advantages make it have great potential in biomedical applications, such as diagnostic imaging, disease therapy and drug/gene delivery. This review presents the latest research progress of TMS/TMP on tumor imaging, diagnosis and treatment. Here, we first illustrate the synthesis approaches and surface modification of TMS/TMP. Then, its emerging applications in tumor diagnosis and therapy are highlighted. Moreover, the challenges of TMS/TMP-mediated diagnosis/treat are provided and the prospective for this field are discussed.

Less-Lethal Weapons, including electric Tasers, velocity-reduction bullet-capture projectiles, rubber bullets, beanbag rounds, and other less-lethal projectiles used in police departments, federal and local law enforcement agencies, and military policing operations, as well as for private use, are topics of significant debate in recent years. These weapons can reduce collateral damage, reputational risk, and legal exposure while preventing wrongful and unnecessary deaths caused by conventional bullet wounds. Yet, opponents have highlighted concerns regarding the safety and effectiveness of these weapons, as well as their potential to cause injury or even death. While the primary duty of law enforcement officials is to preserve order and execute the law while protecting individual rights, they ultimately achieve these goals by exercising their coercive authority. Society expects police officers to rely on their professional training and judgment when using physical force to defend citizens and themselves or to apprehend criminal suspects. Because police officers must occasionally participate in physical acts of coercion, it is unavoidable that some of these interactions may result in bodily injuries to individuals, including the officers themselves. These injuries have real costs, such as medical treatment, lost wages, municipal liability, court claims and settlements, riots, and legal or even criminal exposure, as well as less-tangible collateral costs, such as the erosion of police legitimacy and public trust, which are more difficult to quantify but arguably more influential in shaping long-term public perceptions than personal injuries alone. Less lethal technology eliminates some of the concerns raised by lethal weaponry. This study reviews the advantages and disadvantages of these less-lethal weapon technologies versus traditional firearms for use by the police force, federal agencies, and military police while also performing advanced analytics to model the valuation and return on investment for a law enforcement organization implementing such technologies.

This study investigates the impact of inventor CEOs on firm performance using a manually collected database of firms' inventors. Our findings reveal that, on average, firms with inventor CEOs experience a one- and two-percentage-point increase in ROA and ROE, respectively, compared to firms with noninventor CEOs. To address potential endogeneity issues, we employ turnover analysis, an instrumental variable approach, and propensity score matching. The estimation results suggest that inventor CEOs significantly enhance firm performance by fostering innovation and total factor productivity. This research contributes novel evidence on the relationship between inventor CEOs and firm performance.

Deposit dollarization in Turkey has been on the rise, reaching record levels in 2022. This was caused by the worsening macroeconomic fundamentals along with the transition to the presidential system in 2018 and the associated deviation from the monetary policy stance afterward. The unique case of Turkey presents an excellent natural experiment to explore the dynamics of deposit dollarization and how it is affected by the changes in the institutional structure as well as various social, economic, and financial shocks in a relatively short time. This study examines the time varying reactions of deposit dollarization for the period between 2013 and 2022 based on rolling window maximum entropy bootstrap estimates. Our findings reveal that all the model variables had significant and sometimes asymmetric effects on deposit dollarization during the different stages of this turbulent period. In particular, we observe diminishing effects of real exchange rate, policy credibility and consumer confidence over time. The findings provide ample new evidence regarding the dynamics of deposit dollarization in general, and how it is affected by loss of monetary policy credibility.

As prices have grown at their fastest pace in recent times, inflation has become a key concern for the macro-policy environment. In many jurisdictions, consumer prices have typically formed the basis for price stability policies. Notwithstanding, producer prices remain an important channel and must be closely watched. We utilise data on Ghana and investigate the causal links between consumer and producer inflation and assess the necessity to include producer inflation target in the monetary policy rule. Our VECM and Granger causality analyses show that consumer and producer prices exhibit very stable long-term relationship and short-term gaps between the two tend to normalise over time. The relationship between consumer and producer prices has not been a one-sided lag structure, even though producer prices lead more than lag consumer prices. We conclude that Bank of Ghana’s monetary policy design that does not distinguish between consumer and producer inflation is less problematic at the moment.

This research investigates the determinants of women's empowerment within households in a developing country. The investigation specifically focuses on the impact of employment and fertility, considering constraints imposed by family rules that play a pivotal role in shaping women's empowerment. The theoretical framework outlined in this study posits a simplistic model demonstrating that, within the prevailing family structure and household composition, earned income and fertility may bear significant relevance. Utilizing data extracted from the Pakistan Social and Living Standards Measurement Survey, we engage in estimating the level of female empowerment, operationalized as the extent of female authority over household expenditures. Notably, our empirical approach accounts for the endogeneity of employment and fertility through a two-stage estimation process. This involves leveraging information on family rules—representative of a family's cultural norms—pertaining to work and childbearing. Our empirical findings affirm the viability of family-specific rules as instruments to estimate and subsequently predict employment and fertility. Importantly, the evidence gleaned underscores the critical role of selecting valid threat options in theoretical analyses of women's empowerment.

This paper attempts to introduce an overlapping generations structure into Paul Krugman's "The world's smallest macroeconomic model" (Krugman (1999)) to examine the implications of fiscal policy, particularly fiscal deficits, in a framework suitable for policy analysis. In that paper, Krugman argued that under the price rigidity assumption, a shortage in the money supply leads to underemployment and recession, so increasing the money supply would eliminate underemployment and restore full employment. But how can the money supply be increased? I show that in order to restore full employment out of a recession, a fiscal deficit is needed to increase the money supply. I also show that in a growing economy, fiscal deficits are necessary to maintain full employment at constant prices or inflation. Fiscal deficits are not only effective in pulling the economy out of recession, they are even necessary for growth to continue without recession or inflation. The fiscal deficit in this paper represents the difference between government spending and government revenues. If this difference is positive, we say that the government is in deficit. Krugman's original model is a one-period static model. I intend to extend this model to a dynamic overlapping generations model.

By an endogenous growth model with a two-period overlapping generations structure, I examine the existence of a budget deficit in an economy that endogenously grows by investments of firms. The consumers leave bequests to their descendants and hold money as a part of their savings. I use a Barro-type utility function, where people include the utility of their children in their own utility. The main results are as follows. 1) A budget deficit is necessary for full employment under constant prices. 2) Inflation is induced if the actual budget deficit is greater than the value at which full employment is achieved under constant prices. 3) If the actual budget deficit is smaller than the value which is necessary and sufficient for full employment under constant prices, a recession occurs. Therefore, a balanced budget cannot achieve full employment under constant prices. I do not assume that the budget deficit must later be made up by a budget surplus. I use a Barro-type utility function to prove the necessity (or inevitability) of a budget deficit instead of the neutrality of government debt. In the appendix of this paper, I show that if money, as well as goods, are produced by capital and labor, a budget deficit is not necessary for full employment under constant prices.

The UK fully legalised open market share repurchases in 1981, and to our knowledge no study has investigated the business cycle’s influence on repurchase decision-making. We address this aspect and investigate the period 1985-2014. This is relevant as the business cycle factors impact the firm-specific variables such as cash flow, profitability, dividends and capital structure, and these factors traditionally influence repurchase decisions. This forms the paper’s theoretical intuition, and the empirical objectives test the business cycle’s influence on the decision to undertake a repurchase, and also its influence on repurchases values. The results find that the business cycle influences both the decision of undertaking repurchases and repurchases’ values, and this influence has aggregately remained positively associated with economic prosperity. Thus, the frequency of repurchase announcements by British firms is more probable during prosperous economic circumstances. The results also reveal that the repurchase-business cycle relationship witnessed a structural break in 1996:Q2, and the real difference following this break is the increase in the business cycle’s influence on the decision regarding repurchase values. The paper thus contributes to existing literature by directly testing the UK’s repurchase-business cycle relationship, and providing detailed empirical evidences that business cycle conditions strongly impact the repurchase decision-making.

In order to avoid the real economy development lags behind and the deterioration of ecological problems in the process of traditional urbanization, China has been promoting city-industry deep integration, but the connection between city-industry integration and green economic growth, especially the spatial effect, has not been systematically explained. Based on the panel data from 2007 to 2018, this paper constructs an evaluation index system and uses the SEEA method to measure city-industry integration (CII) level and green economy growth (GEG) level. Then, by employing spatial Durbin model and intermediary effect model, it further systematically investigates the spatial impact of CII on GEG and the potential mechanism. The study found that: (1) On the whole, CII shows “slow-steady integration” trend, but regional heterogeneity was obvious and accompanied by “slow gap expansion”. GEG experienced “sharp increase” with “polarization” characteristic. (2) CII can directly promote regional GEG (with a marginal effect of 0.689), more effectively than traditional urbanization, and CII has obvious spatial spillover effects on GEG in both “local effect” and “neighboring effect”. (3) Interestingly, technological innovation and consumption structure upgrading are significant mediating mechanisms. (4) The direct positive effect of CII shows the regional imbalance characteristic. Finally, the corresponding policy implications are put forward.

This study analyzes how the presence and the composition of nomination committees could influence innovation. Specifically, we focus on the committee size, the frequency of meetings, and the presence of independent and female members. Innovation is measured by (1) the firm’s ability to produce innovations such as new or improved products/processes and the number of patents, and (2) innovation expenditures (R&D spending and the number of scientists and experts per R&D teams). This study is drawn on firms listed on the SBF120 index, between 2002 and 2016. It provides the following results: First, the presence of nomination committees is negatively associated with the number of patent applications and the number of scientists and engineers in R&D teams. Furthermore, most of the nomination committee’s attributes (such as the presence of independent and women members) have no significant association with innovation proxies. We show, also, that large nomination committees are prone to increase innovation income (such as the R&D expenditures and the number of scientists and experts per R&D teams) as well as the number of filed patents. Turning to the committee functioning provides evidence that the frequency of meetings could reduce asymmetric information regarding innovation projects and lead to an increase of R&D expenses. This article brings practical insights to board structures issues. This study contributes to the current debate on how boards should be organized, specifically; the nomination committees. It shows that boards should pay attention to the nomination committee features as they could undermine innovation projects, specifically in innovation-sensitive industries.

Population, as a fundamental element in urban development, often reflects a city's economic development pattern through its spatial distribution and dynamic changes. Studying population spatial distribution is pivotal for bolstering the economic activity capacity in urban agglomerations and guiding regional economic health. Using the Changsha-Zhuzhou-Xiangtan urban agglomeration as a case study, this paper analyzes its overall spatial structure and the spatiotemporal evolution of population at the district and county levels. This analysis utilizes population density, population redistribution index, and population geographic concentration as key indices. Additionally, a spatial econometric model is constructed to assess the impact of economic, social, and environmental factors on population spatial patterns. Findings reveal several key points: (1) Furong District serves as the primary central area, boasting a population geographic concentration of 25.1% in 2021. Tianxin District, Kaifu District, Yuhua District, Shifeng District, Yuelu District, and Hetang District constitute the secondary central areas, while Yutang District, Tianyuan District, Lusong District, Yuhu District, Wangcheng District, and Changsha County form the tertiary level areas. (2) Population density within the Changsha-Zhuzhou-Xiangtan urban agglomeration gradually decreases from Furong District outward. The first central area and sub-central areas experience increasing population density, highlighting a polarization trend in the population distribution. (3) The overall Moran's index for the spatial distribution of population in the Changsha-Zhuzhou-Xiangtan urban agglomeration is significantly positive, indicating a strong spatial autocorrelation and a deepening spatial agglomeration of population distribution. (4) Per capita disposable income, financial expenditure, and education level positively influence the geographical concentration of population in the urban agglomeration, while GDP per capita, road area per capita, and environmental quality exert a negative impact. Notably, the most influential factors shaping population spatial distribution are GDP per capita, disposable income per capita, and air quality.
